JDA Shifts Strategy Amid Signs of Real Estate Slowdown, Focuses on Alternative Revenue Sources and End-User Plot Auctions

Facing signs of a slowdown in the real estate sector, the Jaipur Development Authority has revamped its revenue strategy by focusing on non-traditional income sources and auctioning nearly 1,200 cancelled residential plots. The move follows directives from Chief Minister Bhajanlal Sharma to boost departmental revenues and expand opportunities for property buyers.

 

Amid emerging signs of a slowdown in the real estate sector, the Jaipur Development Authority (JDA) has revised its revenue-generation strategy and turned its focus toward non-traditional income sources. The move follows directives issued by Chief Minister Bhajanlal Sharma, who recently chaired a review meeting with officials from the Urban Development Department, Excise Department, Registration Department, Mining Department, and other government agencies, instructing them to increase departmental revenue collections.

In compliance with these directions, the Urban Development Department instructed urban local bodies to explore alternative revenue streams. As part of this initiative, the JDA has altered its approach toward land auctions, which have historically contributed a significant share of its total revenue.

Traditionally, the JDA has conducted electronic auctions for corner plots, large commercial parcels, group housing sites, and institutional land parcels within its development schemes. However, investment activity in the real estate sector has weakened over the past year, and in recent months the authority has struggled to attract buyers even for such premium properties.

To address the situation, the JDA has shifted its focus toward end-users and vacant residential plots within its housing schemes. The authority has begun auctioning regular plots in addition to corner plots. A comprehensive list has been prepared covering all schemes launched by the JDA since 2015.

Plots under these schemes were originally allotted through lottery systems. However, a number of successful applicants failed to deposit the required amount within the stipulated period, resulting in the automatic cancellation of their allotments. According to estimates, approximately 1,200 such plots are currently available with the JDA.

The authority has initiated auctions of these plots in Vipra Vihar at Vatika on Tonk Road and in the Bilwa Scheme near Chokhi Dhani. The decision has opened new opportunities for individuals who were unsuccessful in previous lottery allotments. Significantly, there are no income-category restrictions for participation in these auctions.

The JDA is conducting electronic auctions through the Urban Development Department’s portal. Any eligible individual can participate in the bidding process and purchase either small or large plots. The auction exercise has commenced with the Vipra Vihar and Bilwa schemes and will subsequently be extended to Anupam Vihar, Yash Vihar, Yamuna Vihar, Saraswati Vihar, Patel Nagar, and other development schemes.

In line with prevailing property market conditions, the JDA has also determined a Minimum Selling Price (MSP) for regular plots in its schemes. The MSP has been fixed according to the width of the adjoining roads and will serve as the base price for auctions being conducted by the authority.

The strategic shift marks a significant change in the JDA’s revenue model as it responds to slowing real estate demand while simultaneously creating fresh opportunities for homebuyers and investors to acquire plots in established development schemes through an open auction process.
