Delhi Police Invoke Attempted Murder Charge in CJP Parliament March Violence Case

Delhi Police have invoked the charge of attempted murder in the case registered over the violence that broke out during the Cockroach Janta Party's Parliament march on July 20, when thousands of protesters gathered in central Delhi during the first day of the monsoon session of Parliament to demonstrate against alleged irregularities in the NEET medical entrance examination and demand the resignation of Union Education Minister Dharmendra Pradhan.

The protesters, mostly youngsters, had assembled in large numbers after being denied permission for the march. A confrontation occurred with police personnel at several locations near Parliament. Security forces used tear gas shells and batons to disperse the crowd after the situation escalated.

At least 129 police personnel, including several senior officers, and around 60 protesters were reportedly injured during the clashes.

An FIR was registered by an inspector posted at Kartavya Path Police Station. The case has been filed under 13 sections of the Bharatiya Nyaya Sanhita, including provisions related to attempted murder, assault on a public servant, obstruction of public servants while performing their duties, unlawful assembly, rioting, damage to public property, and acts endangering human life.

The incident relates to the violence that took place near Rail Bhavan on Rafi Marg, close to the Parliament complex.

According to the FIR, the complainant inspector was deployed at C-Hexagon, Zone-11 (Pink Booth) from 5:00 am as part of security arrangements. Following a wireless message, the police team moved towards the barricades near the Rail Bhavan roundabout, where thousands of protesters had gathered.

The complaint stated that repeated announcements were made through loudspeakers informing the crowd that prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita were in force and that permission had not been granted for the protest. Despite the warnings, the crowd allegedly refused to disperse and continued raising slogans.

The FIR alleged that some individuals encouraged protesters to break through barricades and move towards Parliament. Police claimed that protesters surrounded security personnel, assaulted officers, and threw stones and slippers at them.

The FIR further alleged that the mob attacked police personnel with the intention of killing them, resulting in injuries to several officers. It also stated that government property and private vehicles were damaged during the violence.

According to the police account recorded in the FIR, security personnel carried out a mild baton charge and used tear gas shells to prevent any security breach near Parliament and other important installations.

A total of 10 FIRs have been registered so far in connection with the violence. Four FIRs were registered at Parliament Street Police Station, three at Connaught Place Police Station, and one each at Mandir Marg, Barakhamba, and Kartavya Path Police Stations. One of the FIRs was filed by a Rapid Action Force personnel who was allegedly assaulted by protesters.

The case has intensified legal proceedings following the clashes near Parliament, with police continuing investigations into allegations of violence, attacks on security personnel, and damage to public and private property during the protest.
