Massive Vedanta Power Plant Explosion Claims 23 Lives in Chhattisgarh; Echoes of 2009 Korba Tragedy Resurface

At least 23 workers are dead and fourteen critically injured following a massive explosion at a Vedanta Group power plant in Chhattisgarh’s Sakti district on April 14. Amid allegations of grave negligence and safety violations, the incident mirrors the 2009 Korba chimney collapse where 40 laborers died. This report examines the ongoing lack of accountability and justice for industrial victims.

A catastrophic explosion at a Vedanta Group power plant in the Sakti district of Chhattisgarh on April 14 has resulted in the deaths of at least 23 workers, leaving fourteen others battling for their lives in critical condition. Preliminary investigation reports indicate grave negligence at the Vedanta facility, attributing the deadly blast to a blatant disregard for safety standards and a management decision to sustain production despite known technical flaws. While a comprehensive investigation remains underway, a spokesperson for the Vedanta power plant has clarified that the operation and maintenance of the specific unit involved were being managed by their sub-contracting firm, NGSL.

This disaster serves as a grim reminder of the industrial instability within Chhattisgarh, a state that has witnessed a succession of minor and major accidents since its formation. Historically, the most severe industrial disasters in the state have occurred at facilities owned by the Vedanta Group. The state's deadliest recorded accident took place on September 23, 2009, at the Vedanta-Sterlite power plant in Korba. During that incident, a 240-meter-high chimney of a 1,200 MW power unit collapsed during construction, crushing approximately 40 laborers to death. The majority of those victims hailed from the Saran district of Bihar.

Subsequent investigations into the 2009 tragedy revealed a pattern of calculated negligence rather than a mere accident. It was discovered that no No-Objection Certificate (NOC) had been issued for the land, and the construction violated the Korba Development Plan. Furthermore, no development permits had been obtained for the project. Fifteen years after that collapse, five key companies involved—BALCO, SEPCO, GDCL, BVIL, and DCPL—have been named as accused parties. Although three engineers from the Chinese firm SEPCO were found guilty, they failed to appear for hearings at a special court, citing the absence of direct flights as their justification for non-attendance.

Despite the existence of the Factories Act of 1948, the Boilers Act of 1923, and the Department of Industrial Safety and Health, the regulatory framework in Chhattisgarh has struggled to provide accountability. Even with inspectors and investigative mechanisms in place, the 40 plus victims of the Vedanta chimney tragedy in Korba still await justice nearly 17 years later, as no strict action has been taken against the responsible parties. This latest explosion in Sakti district underscores a persistent and lethal failure to enforce industrial safety protocols, leaving the workforce vulnerable to recurring corporate negligence.
