Delhi-NCR Announces Strict Pollution Curbs from November 5 to 20 as Winter Approaches

Delhi-NCR will face construction restrictions and a 50% office attendance cap from November 5 to 20 as CAQM introduces preventive pollution controls ahead of winter, despite recent rainfall bringing AQI levels down to 60–95.

The Commission for Air Quality Management (CAQM) has ordered a series of preventive pollution control measures across Delhi-NCR from November 5 to 20, including restrictions on construction activities and reduced office attendance, as authorities seek to limit emissions ahead of the winter pollution season.

Under the measures, dust-generating construction and demolition activities will be prohibited across the National Capital Region (NCR) during the specified period. However, essential projects, including metro and hospital-related work, will be exempted from the restrictions.

The order also requires offices in Delhi and nearby districts to limit physical staff attendance to 50 per cent. The remaining employees will be required to work from home during the implementation period.

The preventive restrictions are intended to reduce pollution levels before winter winds create conditions that trap pollutants over the region. Authorities are seeking to address potential emission sources through temporary restrictions on construction activities and workplace operations.

The measures come after recent rainfall brought temporary relief from pollution, with the Air Quality Index (AQI) falling to between 60 and 95.

Despite the improvement in air quality, the CAQM has moved ahead with preventive action for November, targeting dust emissions and daily workplace-related activity across Delhi-NCR. The November 5–20 restrictions are aimed at limiting pollution sources before winter conditions increase the risk of deteriorating air quality.
