Odisha Government to Deploy AI Surveillance in Land Registration Offices to Eliminate Intermediaries and Corruption

Odisha government introduces an AI-based smart surveillance system and advanced CCTV network in land registration offices to eliminate intermediaries and corruption. Led by Minister Suresh Pujari, the initiative focuses on transparency, accountability, real-time monitoring, and administrative reform across revenue offices and future expansion to Tehsil and RI offices.

The Government of Odisha is set to take a major step toward making the land registration process more transparent, accountable, and corruption-free by introducing an advanced artificial intelligence-based smart surveillance system along with state-of-the-art CCTV cameras across all registration offices in the state. The initiative aims to curb the activities of unauthorized intermediaries and ensure transparent service delivery to the public.

Revenue and Disaster Management Minister Suresh Pujari chaired a high-level review meeting at Lok Seva Bhavan on Tuesday to assess the proposed smart monitoring system under the Inspector General of Registration. The meeting included detailed discussions on the implementation framework, operational mechanisms, and maintenance structure of the surveillance network.

During the meeting, the Minister stated that corruption risks in registration offices largely arise due to the frequent presence of unauthorized intermediaries who visit these offices without any official work. He emphasized that a smart surveillance system will be deployed to identify and monitor such individuals effectively. Artificial intelligence technology will be used to track their movements and activities in a more efficient manner, and strict action along with penalties will be imposed on those found guilty.

The Minister further clarified that the land transaction and registration system will be made completely free from intermediaries, and corruption will not be tolerated under any circumstances. He reiterated that establishing a transparent, accountable, and corruption-free revenue administration remains one of the government’s highest priorities.

The proposed system will also be extended in the future to Tehsil offices and Revenue Inspector offices. It will monitor the attendance of officials and employees, working hours, and field visits. Regular reviews of the system will be conducted at the state headquarters level under the supervision of the Minister and the department’s Additional Chief Secretary.

In addition, fire safety arrangements will be strengthened across offices. The capacity of smart control rooms will be enhanced, and real-time monitoring technologies will be adopted to make revenue administration more efficient, transparent, and citizen-centric.
