Authorities outlined sustainability measures designed to address concerns over resource use. Officials said the technology hub will rely on rainwater harvesting and recycling systems to meet water requirements. The project will also have dedicated solar power facilities to support its expected 3-gigawatt energy demand, ensuring that it will not draw electricity from community power grids.
The assurances come after critics raised concerns about frequent power outages and water rationing affecting communities. Bases Conversion and Development Authority Chief Executive Officer Joshua Bingcang emphasized that the development will comply fully with environmental requirements and will not negatively affect residents or indigenous lands.
Bingcang also stated that the project aims to prioritize local employment, with 90% of the workforce expected to be hired from within the Philippines. Officials maintained that the development plan includes safeguards to protect surrounding communities while supporting economic expansion.
Construction activities for the Pax Silica technology hub are being considered for 2028. The project represents a major investment initiative aimed at strengthening technology infrastructure, creating employment opportunities, and expanding export capacity while maintaining environmental and resource protections.
