BMC Files FIR After Dry Waste Allegedly Dumped Into Mogra Nalla in Andheri West

BMC has filed an FIR after dry waste was allegedly dumped into Mogra nalla in Andheri West. Police action, contractual proceedings and wider waste disposal checks are now under way.

 

An FIR has been registered against those responsible for allegedly dumping dry waste into the Mogra nalla near Lokhandwala Back Road in Andheri West, days after a video of the incident triggered public outrage.

The Oshiwara police registered FIR No. 1336/2026 on September 16 following a complaint by the Brihanmumbai Municipal Corporation (BMC). The civic body has also initiated departmental and contractual action against those responsible.

The incident came to light on September 14 after the Lokhandwala Oshiwara Citizens Association posted a video showing a worker allegedly throwing bags of collected dry waste over the railing of a bridge into the nalla.

During its preliminary inquiry, the BMC identified the vehicle involved in the incident. The vehicle, registration number MH-47-AS-4303, is a hired vehicle provided by the BMC-appointed transport contractor and assigned to K/West ward’s dry-waste collection service. It is linked to the Dry Waste Centre operated by AAKAR Mumbai.

Kiran Dighavkar, deputy municipal commissioner, solid waste management, BMC, said the vehicle was identified during the civic body’s preliminary inquiry. “It is a hired vehicle provided by the transport contractor concerned and assigned to K/West Ward’s dry-waste collection service connected with the Dry Waste Centre operated by AAKAR Mumbai.”

On September 14, the video showed a worker allegedly throwing bags of dry waste from a collection vehicle into the Mogra nalla near Lokhandwala Back Road.

On September 15, the BMC identified the vehicle and issued a 48-hour show-cause notice to the Dry Waste Centre operator concerned. The civic body also began contractual action against the vehicle contractor and personnel responsible.

On September 16, following a BMC complaint, the Oshiwara police registered FIR No. 1336/2026.

On September 17, the BMC ordered wider checks of dry-waste collection, transport and disposal records.

The civic body has directed Dry Waste Centre operators, transport contractors and ward offices to check GPS/VTMS records, waste movement records, recycler receipts and the quantity of waste collected and processed.

Kiran Dighavkar said, “Considering the seriousness of the incident, BMC lodged a police complaint at Oshiwara Police Station on September 16, 2026. under BNS. The police investigation and BMC’s departmental and contractual proceedings are under way.”

The BMC said it strongly condemns any unauthorised dumping of waste into nallas, water bodies or public places. It will also conduct surprise inspections and compliance audits of Dry Waste Centres across the city.

The civic body appreciated the alert citizens who brought the matter to its notice as the police investigation and BMC’s departmental and contractual proceedings continue.
