According to reports, the incident occurred late on April 26 outside a busy veterinary clinic. The clinic was witnessing heavy footfall when Ruksana Shaikh, a local resident, arrived with her pet cat for medical treatment. Around 11:30 pm, after Shaikh left the clinic premises with her cat, she suddenly raised an alarm upon noticing a shocking act unfolding nearby.
An animal handler stationed at the clinic rushed outside after hearing her distress call. Shaikh pointed toward a man allegedly engaging in sexual abuse of a dog on the pavement. The dog, identified as Shadow, belonged to a dairy shop owner operating in the vicinity.
Shaikh and the animal handler immediately confronted the accused. However, the man reportedly reacted aggressively and denied that the dog belonged to anyone present at the scene. The injured and distressed animal was heard yelping in pain during the confrontation.
Clinic staff promptly contacted the dairy shop owner, while another staff member alerted emergency services by dialing the police helpline number 100. Police personnel soon arrived at the location and took the accused into custody.
The arrested individual has been identified as Naresh Chandulkar, a resident of Hanuman Tekdi in Malad East. Following preliminary investigation, he was booked under relevant provisions of the Prevention of Cruelty to Animals Act, 1960.
The case has sparked serious concern among local residents regarding animal safety in public spaces, especially in densely populated urban areas where such incidents raise urgent questions about enforcement and vigilance.
