Haryana Allows Farmers to Sell Extra Paddy at MSP After Yield Verification
Haryana has allowed farmers to sell paddy exceeding prescribed yield limits at MSP after verification. Claims must be checked within 48 hours, with approval from either the Revenue or Agriculture Department required for procurement.
Under the revised procedure, farmers whose actual paddy production exceeds the prescribed limit must apply to the secretary of the Haryana State Agricultural Marketing Board (HSAMB) for the purchase of the additional quantity. The production claim will be verified within 48 hours. If an officer from either the Revenue Department or the Agriculture Department confirms the claim, the additional paddy will be purchased.
The Agriculture and Farmers Welfare Department has issued orders to all deputy commissioners in Haryana in this regard. For the ongoing Kharif marketing season, district-wise paddy yield limits had been fixed under the Central Government’s guidelines. These limits were determined on the basis of the average yield recorded over the previous three years. The Agriculture Department had issued a memorandum on September 25 outlining the limits.
Since then, the department has continuously received complaints and requests from farmers, as well as through the Department of Food, Civil Supplies and Consumer Affairs, Haryana State Agricultural Marketing Board and Agriculture Department. The representations highlighted cases in which actual paddy production was significantly higher than the prescribed limits.
The situation raised concerns that farmers could face difficulties selling their entire produce at mandis if their actual yields exceeded the permitted quantities. After considering the concerns raised by farmers and the departments concerned, the government has clarified the procedure for verifying excess production and purchasing the additional paddy.
Under the procedure, claims of production beyond the prescribed limit will be examined on the basis of farmers’ previous production and sales records. Confirmation from both the Revenue Department and the Agriculture Department is not mandatory. Verification by an officer from either department will be sufficient for the additional quantity to qualify for purchase. If the competent authority finds the claim of higher production to be valid, the excess paddy will be procured.
The Agriculture Department has directed all concerned officials to ensure full implementation of the orders. The move is intended to prevent farmers from facing unnecessary difficulties while selling their paddy at mandis and to provide a verification-based mechanism for purchasing produce that exceeds the district-wise yield limits during the ongoing Kharif marketing season.
