Prime Minister Narendra Modi inaugurated Rajasthan’s first greenfield integrated refinery-cum-petrochemical complex at Pachpadra in Balotra, built with an investment of over Rs 79,450 crore. He also launched development projects worth Rs 1.06 lakh crore, inaugurated the new Jodhpur Airport terminal, and introduced the modified Regional Connectivity Scheme to strengthen infrastructure, energy security, industrial growth, and regional connectivity.

 

Prime Minister Narendra Modi on Saturday inaugurated Rajasthan’s first greenfield integrated refinery-cum-petrochemical complex at Pachpadra in Balotra district, marking a significant milestone in India’s energy and petrochemical sector. The inauguration represents a major step toward strengthening the country’s energy security, expanding petrochemical production, and accelerating industrial development.

Developed as a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan, the 9 Million Metric Tonnes Per Annum (MMTPA) Greenfield Refinery-Cum-Petrochemical Complex has been established with an investment exceeding Rs 79,450 crore. The state-of-the-art facility integrates petroleum refining and petrochemical manufacturing, featuring a petrochemical production capacity of 2.4 MMTPA.

The refinery has been designed with a high Nelson Complexity Index of 17.0 and petrochemical yields exceeding 26 percent, matching global standards for operational efficiency and sustainability. The project is expected to significantly enhance India’s energy security, reduce dependence on petrochemical imports, and strengthen domestic production capabilities.

The integrated complex is also expected to serve as the anchor industry for the proposed Petrochemical and Plastic Park in the region, encouraging the growth of downstream industries and ancillary sectors. In addition, the project is projected to generate substantial employment opportunities, contributing to the socio-economic development of Balotra district and the wider region.

During his visit to Rajasthan, Prime Minister Modi is also scheduled to dedicate, inaugurate, and lay the foundation stone for multiple development projects collectively valued at approximately Rs 1.06 lakh crore. He will also address a public gathering following the launch of these projects.

Earlier in the day, the Prime Minister inaugurated the new terminal building at Jodhpur Airport and launched the modified Regional Connectivity Scheme during his visit. Rajasthan Chief Minister Bhajanlal Sharma was present alongside the Prime Minister during the inauguration ceremonies.

Constructed at a cost of Rs 480 crore, the new airport terminal spans approximately 23,000 square metres and has been designed to accommodate up to two million passengers annually. The terminal is equipped with modern passenger facilities aimed at ensuring a seamless and comfortable travel experience.

The modified Regional Connectivity Scheme has been allocated approximately Rs 28,840 crore over the next ten years to strengthen regional air connectivity across the country, further enhancing transportation infrastructure and improving access to underserved regions.

The inauguration of Rajasthan’s first integrated refinery-cum-petrochemical complex, along with the launch of major infrastructure and connectivity projects, marks a landmark chapter in the state’s industrial transformation. The combined initiatives are expected to strengthen India’s energy sector, boost manufacturing capabilities, improve transportation infrastructure, generate employment, and support long-term economic growth in Rajasthan and across the country.
