Uttar Pradesh Emerges as India’s Largest Petrol Consumer, Surpasses Maharashtra in FY 2024–25 Amid Rising Fuel Demand Nationwide

Uttar Pradesh has become India’s largest petrol consumer in FY 2024–25, surpassing Maharashtra, according to Petroleum Planning and Analysis Cell data. Rising fuel demand is driven by infrastructure growth, urban expansion, and increasing vehicle ownership across major states including Tamil Nadu, Karnataka, Gujarat, Rajasthan, Delhi, and Maharashtra.

 

Amid growing global uncertainty triggered by escalating tensions in West Asia and resulting fuel supply concerns in several countries, Prime Minister Narendra Modi has appealed to citizens to use petrol and diesel judiciously. While multiple nations continue to grapple with fuel crises, India currently faces no shortage of petrol and diesel. However, rising domestic consumption has emerged as a key point of national discussion.

According to data from the Petroleum Planning and Analysis Cell for the financial year 2024–25, fuel consumption patterns across Indian states have shifted significantly, with Uttar Pradesh emerging as the largest consumer of petrol in the country. The state recorded consumption of approximately 4,832.8 thousand metric tons of petrol, overtaking Maharashtra, which has long held the top position.

The surge in petrol demand in Uttar Pradesh is attributed to its large population base and rapidly expanding road infrastructure. The development of expressways, upgraded highways, and improved intercity connectivity has contributed to a sharp rise in private vehicle ownership, driving sustained fuel consumption across the state.

Maharashtra has now slipped to second place, recording approximately 4,370.5 thousand metric tons of petrol consumption in 2024–25. Major urban and industrial hubs including Mumbai, Pune, and Nagpur continue to witness high fuel demand due to dense private vehicle usage and expanding commercial activity.

In southern India, Tamil Nadu and Karnataka have also reported significant consumption levels. Tamil Nadu recorded 3,533.7 thousand metric tons of petrol consumption, while Karnataka registered 3,054.3 thousand metric tons. The expansion of industrial sectors, the growth of the information technology industry, and rising middle-class incomes have collectively contributed to increased vehicle ownership and fuel usage in these states.

Gujarat, Rajasthan, and Delhi also remain among the country’s major petrol-consuming regions. Gujarat’s industrial corridors and strong commercial ecosystem, Rajasthan’s extensive long-distance travel requirements, and Delhi’s high population density combined with severe traffic congestion continue to drive substantial fuel demand.

The Petroleum Planning and Analysis Cell data highlights a clear trend of rising petrol consumption across both industrialized and rapidly developing states, reflecting broader economic activity, infrastructure expansion, and mobility growth across the country.

The shift in rankings, particularly Uttar Pradesh overtaking Maharashtra, underscores changing consumption dynamics in India’s energy landscape, shaped by population growth, urban expansion, and evolving transportation networks.
