Minister Rebuts Reports of Structural Defects in Wayanad Township Project

Kerala Revenue Minister K Rajan on Monday categorically dismissed media reports alleging structural cracks in houses constructed under the Wayanad township project for landslide rehabilitation, labeling the claims misleading and rooted in a fundamental misunderstanding of rigorous quality testing procedures. Addressing a press conference, the Minister revealed that he personally conducted a site verification to investigate the reports and discovered that what had been visually portrayed as "cracks" were, in fact, pencil markings applied by engineers during official inspections. He explained that water ponding tests had been pre-planned as a mandatory component of construction quality assurance, noting that minor moisture was detected in two houses during a 24-hour water retention test on the terraces. Engineers marked these specific spots for attention, which were subsequently misinterpreted as cracks in visuals circulated by the media.

The Minister emphasized that the primary objective of such testing is to ensure these structures can withstand all weather conditions, detailing a protocol where any detected seepage triggers epoxy treatment, followed by repeated testing and comprehensive waterproofing measures including multiple layers and additional concrete work. Responding to criticism regarding his personal conduct during the inspection—specifically his act of climbing onto a structure—Rajan asserted he would go to any extent necessary to protect the dignity of his state and expressed pride in being called a "daily wage worker," noting his deep understanding of the struggles faced by laborers.

The construction of these houses is proceeding under strict technical supervision with multiple layers of inspection involving both the executing agency and independent bodies. A joint verification will be conducted prior to the final handover to beneficiaries, and the houses will be backed by a five-year warranty to address any future issues. Minister Rajan further urged the public to refrain from online attacks against individuals, including a disaster survivor whose remarks triggered part of the controversy, stating such voices must be viewed with empathy. Highlighting the government's continued support, he noted that despite 21 months passing since the Mundakkai-Chooralmala landslide disaster, financial assistance for rent, daily allowances, and food support has remained uninterrupted. The Minister concluded with an assurance that safe housing for all affected families would be guaranteed at the earliest, reinforcing the state's commitment to the rehabilitation of those displaced by the tragedy.
