India, Russia Strengthen Counter-Terrorism Partnership, Condemn Pahalgam and Red Fort Terror Attacks

India and Russia reaffirmed their commitment to strengthening counter-terrorism cooperation during the 14th India-Russia Joint Working Group on Counter Terrorism in New Delhi. Both countries strongly condemned the Pahalgam and Red Fort terrorist attacks and pledged closer collaboration against extremism, terror financing, and emerging security threats through bilateral and multilateral platforms.

India and Russia have reaffirmed their commitment to intensifying joint efforts against terrorism, calling for coordinated action against terrorists, terrorist organizations, and groups listed under the United Nations Security Council 1267 Sanctions Committee, along with their proxy networks and affiliated organizations.

The commitment was reiterated during the 14th meeting of the India-Russia Joint Working Group on Counter Terrorism, held in New Delhi on Wednesday. The meeting was co-chaired by Secretary (West) in the Ministry of External Affairs, Sibi George, and Russia's Deputy Minister of Foreign Affairs, Dmitry Lyubinsky. Representatives from relevant departments and agencies of both countries also participated in the discussions.

During the meeting, India and Russia strongly condemned terrorism in all its forms and manifestations, including cross-border terrorism. Both sides condemned the terrorist attack in Pahalgam on April 22, 2025, and the terrorist incident near Red Fort on November 10, 2025, in the strongest possible terms.

According to a statement issued by the Ministry of External Affairs, both countries shared their respective experiences in combating terrorism and agreed to strengthen cooperation in addressing the growing challenges posed by violent extremism, radicalization, terror financing, and the misuse of new and emerging technologies, including digital financial technologies, for terrorist activities.

The two sides also reviewed current and emerging terrorist threats at the regional and global levels. They reaffirmed their commitment to expanding counter-terrorism cooperation through both bilateral engagement and multilateral platforms, including the United Nations, BRICS, and the Shanghai Cooperation Organisation.

The meeting underscored the continued strategic partnership between India and Russia in countering evolving security threats and reinforced their shared resolve to enhance international cooperation against terrorism through coordinated diplomatic and institutional efforts.
