Mumbai Leads Central Railway’s Massive Crackdown on Ticketless Travel; Over 4.96 Lakh Passengers Penalised in April
Central Railway reported a sharp rise in ticketless travel cases in April, with 4.96 lakh passengers fined ₹40.85 crore, marking a 23% increase from last year. Mumbai division led violations with the highest cases and penalties, as authorities intensified enforcement across suburban and intercity routes to ensure compliance and improve travel discipline across the network.
According to official data from Central Railway, Mumbai division accounted for the highest number of violations, recording 227,000 cases that resulted in fines amounting to ₹1.613 billion (₹16.13 crore). A substantial portion of these violations, 134,000 cases, were detected in suburban train services, reflecting persistent non-compliance in high-density commuter corridors. Additionally, 12,698 passengers were caught travelling without valid tickets in AC local trains alone, contributing ₹3.966 million (₹39.66 lakh) in penalties.
Bhushawal division followed with 109,000 cases, generating ₹1.223 billion (₹12.23 crore) in fines. Nagpur division recorded 58,000 cases with penalties amounting to ₹392 million (₹3.92 crore). Another division reported 52,000 cases, resulting in fines of ₹454 million (₹4.54 crore). Solapur division contributed ₹145 million (₹1.45 crore) in penalties, while Central Railway headquarters accounted for ₹258 million (₹2.58 crore).
The enforcement figures reflect a sharp year-on-year increase. Compared to April 2025, when 404,000 cases were recorded, this year saw a 23 percent rise in violations, reaching 496,000 cases. Correspondingly, the penalty collection surged by more than 63 percent, rising from ₹2.503 billion (₹25.03 crore) in the previous year to ₹4.085 billion (₹40.85 crore) in April this year.
Railway authorities have indicated that the ongoing crackdown will continue in order to prioritise convenience for reserved ticket passengers and to curb unauthorised travel across the network.
The data highlights both the scale of non-compliance and the intensified enforcement efforts, positioning Central Railway’s campaign as one of its most extensive ticket-checking drives in recent months.
