Rubio Announces 60-Day Pause on Russia Sanctions Amid Global Energy Price Concerns

Marco Rubio says the Trump administration will pause for 60 days before assessing sweeping Russia sanctions that could affect India, global energy prices and major buyers of Russian oil, amid mounting pressure on energy supplies.

US Secretary of State Marco Rubio has said the Trump administration will take a 60-day pause to assess the potential impact of imposing sweeping new sanctions on countries such as Russia and India, as global energy markets face mounting pressure from multiple conflicts. The decision comes as Washington weighs the economic consequences of targeting major buyers of Russian energy while trying to manage volatility in global oil prices.

Earlier this week, the Trump administration decided to grant an exemption from sanctions imposed on Russia under the Lindsey Graham Act. Rubio said the pause would provide time to study the implications of the legislation, particularly as pressure on global energy supplies continues to intensify.

Speaking shortly before his visit to Uzbekistan and India, Rubio pointed to the ongoing war in Ukraine, the war involving Iran, and Houthi military attacks on Saudi Arabia as key factors contributing to instability in global energy prices.

“I think one of the reasons the waiver was included when this bill was passed was that some time would be needed to study the matter. That's because there are several things happening in the world right now, including the pressure on global energy supplies,” Rubio said.

Rubio stressed that the disruption to energy markets was not being driven solely by Iran or the Strait of Hormuz. Houthi attacks on Saudi Arabia and the ongoing Russia-Ukraine war, in which energy infrastructure is being targeted, were also affecting global prices.

“These are not just because of Iran or the Strait of Hormuz, but also because of Houthi attacks on Saudi Arabia and the ongoing war between Ukraine and Russia, where energy infrastructure is being targeted. This is also affecting global prices. So I think you have to take all these factors into account and assess them,” Rubio said.

The potential impact of the proposed sanctions on India was another key concern. Under the provisions of the Graham Act, the US president has the authority to impose tariffs of up to 100% on the top five buyers of Russian energy. This could put American partners, including India, in the crosshairs of the proposed measures.

Rubio acknowledged that countries such as India had diversified their energy portfolios voluntarily but continued to purchase substantial quantities of energy from Russia because an immediate and complete shift away from Russian supplies was difficult.

“For example, countries like India have diversified their energy portfolios of their own accord, but they are still buying significant amounts of energy from Russia because it is difficult to make a complete change overnight. So we need some time to study all these factors and determine what the right balance might be,” Rubio said.

The exemption has been granted as part of an effort to reduce domestic energy prices in the United States ahead of the US midterm elections scheduled for November 3.

Meanwhile, the Trump administration reached a controversial diesel supply agreement with Russia last week. Under the arrangement, Moscow could supply 50 million tonnes of diesel to the United States and the global economy over the coming months.

The 60-day pause signals Washington's intention to evaluate the wider economic consequences of additional Russia-related sanctions, particularly their potential effects on India, global energy supplies and prices, before determining the appropriate balance between sanctions policy and energy market stability.
