Complete Ban on Paragliding, Drone Flights and All Aerial Activities Ahead of Rahul Gandhi’s Kangra Visit Amid Tight Security Measures
Kangra District Magistrate Hemraj Bairwa has imposed a complete ban on paragliding, drone flights, and all aerial activities across Kangra, Dharamshala, and Shahpur ahead of Rahul Gandhi’s visit on April 30, 2026. Similar restrictions are also in place in Palampur and Baijnath due to the President’s scheduled visit, citing strict security and VVIP movement protocols.
The order has been issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, citing heightened security concerns in view of the VVIP movement. The administration stated that the decision has been taken as a precautionary step to ensure law and order during the high-profile visit.
According to the official order, the visit is expected to witness the movement of a large number of ministers, senior government officials, and other dignitaries. Authorities have assessed that any uncontrolled aerial activity during this period could pose a potential security risk, prompting the immediate enforcement of the restrictions.
However, the order provides conditional exemptions for security and law enforcement agencies. Police and other authorized security units are permitted to use drones and aerial surveillance equipment strictly for security, monitoring, and law-and-order duties. Such operations must be pre-informed to the district administration through the Superintendent of Police, Kangra.
In a parallel directive, the administration has also imposed a similar blanket prohibition on all aerial sports and flying activities in Palampur and Baijnath sub-divisions on April 30, 2026, from 8:00 AM to 1:00 PM. This restriction has been enforced in view of the scheduled visit of the Hon’ble President to Chaudhary Sarwan Kumar Himachal Pradesh Agricultural University in Palampur.
The twin security measures across Kangra district underline the heightened administrative vigilance ahead of two major high-level visits on the same day, with authorities prioritizing uninterrupted security management and public safety.
