US Midterm Elections: 7 Key Policy Risks That Could Shake Indian Stock Markets

US midterm elections on November 3 could reshape India-US trade negotiations, oil prices, AI spending and immigration rules. Here are the key policy risks for Indian stocks, IT companies and investor sentiment.

The upcoming US midterm elections could trigger significant changes in American government policy, with potential consequences for investor sentiment and Indian stock markets. By most estimates, Republicans are likely to lose significant control of the US Congress, with the election results expected to be revealed on November 3.

Most political pundits expect Donald Trump’s party to perform poorly, either losing control of at least one chamber of Congress or facing a significantly weaker mandate. The outcome could force investors to reassess several assumptions currently embedded in stock prices, particularly those linked to trade, energy, government spending and technology.

At least seven areas of US government policy could emerge as catalysts affecting investor sentiment in India.

The first major concern is the India-US trade deal. If the agreement is not announced before the election results, negotiations could slow down. However, the delay may not necessarily be a setback for New Delhi, as the proposed trade pact is no longer limited to tariffs.

The agreement is also linked to supply-chain diversification, technology cooperation, energy trade and reducing dependence on China-centric manufacturing networks. Both Republican and Democratic administrations have broadly supported deeper strategic ties with India.

A weaker electoral mandate could also reduce the room for aggressive negotiations by the Trump administration. Depending on the scale of the Republican losses, Trump may find it harder to impose or sustain aggressive tariffs on trading partners, with Congress, corporate lobbies and courts potentially exerting greater influence.

Companies such as Bharat Forge and KEI Industries, textile exporters including Gokaldas Exports and KPR Mills, and chemical manufacturers such as Navin Fluorine could see a sentiment-driven rise in their share prices.

However, a Democratic decision to scrutinise the proposed pact could introduce fresh challenges. Labour and environmental standards, data and digital trade rules, and human rights concerns could become areas of scrutiny and potential leverage during trade negotiations.

Will the War in West Asia Stop if Trump Loses the Midterm Polls?

The second major area of concern is the war in West Asia and its implications for oil prices.

A Republican loss could make it difficult for Trump to secure funding for the war at its current scale. The issue involves not just military spending but also the potential impact on oil prices, with consequences that could move in either direction.

Reduced US involvement could increase geopolitical uncertainty in the Gulf and potentially threaten energy supplies.

On the other hand, if funding cuts push stakeholders towards a ceasefire, oil prices could decline sharply. Such a development could benefit energy companies like ONGC and Oil India, airlines such as IndiGo, paint manufacturers including Asian Paints and Pidilite, and the broader consumer basket, including carmakers, as oil prices cool.

India remains one of the world's largest oil importers. A sharp decline in crude oil prices could help reduce the fiscal deficit, support the rupee exchange rate and ease valuation concerns that have contributed to a sustained sell-off by foreign portfolio investors.

While lower energy risks could provide relief, a Republican loss may also create other challenges for financial markets.

The Biggest Risk of a Republican Loss in the Midterm Polls Is a US Government Shutdown

The third major risk is a possible US government shutdown.

A weakened Trump administration could face greater confrontation with Congress during annual budget negotiations, increasing the likelihood of a government shutdown.

Such shutdowns do not usually trigger recessions, but they create uncertainty around federal contracts, consumer confidence, data releases and public spending. This could lead to global risk aversion among investors.

During periods of policy uncertainty in the US, investors typically seek safe-haven assets. If they turn towards the US dollar more than gold, jewellery makers such as Titan could benefit.

However, a standoff over the debt ceiling could push US yields higher and trigger a broader sell-off across emerging markets, including India.

The debt ceiling affects the risk-free asset underlying the entire global financial system. Even a temporary scare could trigger sharp capital outflows from emerging markets and increase the cost of funds for finance companies, particularly shadow banks.

How Will the US Midterm Election Results Affect IT Stocks?

The fourth major area of concern is the outlook for artificial intelligence spending and Indian IT stocks.

The current AI boom is driven by unprecedented spending by Microsoft, Amazon, Alphabet, Meta and other companies on data centres, chips and cloud infrastructure.

If political uncertainty, recession concerns or fiscal tightening reduce confidence, corporate America could slow its AI spending.

Immigration is another area where a weakened Trump administration could face significant constraints.

If Congress, courts or state governments dilute the current restrictions on skilled-worker visas, the implications for Indian IT companies such as TCS, Infosys, HCLTech and Wipro could be significant.

Any easing of visa restrictions, combined with a slowdown in AI spending, could deliver a double bonanza for India's software services exports.

The outcome of the US midterm elections could therefore influence several key assumptions shaping investor sentiment towards India, from trade negotiations and energy prices to government spending, global capital flows and technology demand.

For Indian markets, the implications will depend not only on which party gains control of Congress but also on how the election results reshape US policy decisions across these critical areas.
