India’s New National Security Leadership Faces Emerging Punjab Challenge Amid Rising Cross-Border Threats

The government has made significant progress in addressing the Maoist insurgency, improving the security situation in the North-East, with the exception of Manipur, and restoring stability in the Kashmir Valley following the Pahalgam massacre. However, security concerns are once again intensifying in Punjab as political developments and cross-border activities create a more complex environment.

The weakening political influence of the Shiromani Akali Dal (Badal) and its declining control over Panthic groups has created a political vacuum that fringe radical elements are attempting to exploit ahead of the Punjab Assembly elections scheduled for next year. The changing political landscape has raised concerns that extremist narratives could once again become intertwined with electoral politics.

There are also growing concerns over deliberate attempts to revive memories of Punjab's violent period during the 1980s and 1990s, when Pakistan's security establishment allegedly fuelled internal instability in the name of Kashmir and Khalistan during a period marked by weak or ineffective governments at the Centre. Pakistan was also supported by Western countries, including the United States and the United Kingdom, during that period.

According to the assessment, Pakistan continues to support terrorism in Punjab through an established network involving the smuggling of narcotics and weapons using drones across India's sensitive western border. With Pakistan currently assisting the United States in diplomatic efforts related to the conflict involving Iran and engaging in developments across the Middle East, concerns are increasing that renewed pressure is being created in Punjab through coordinated propaganda campaigns.

The assessment further states that attempts are being made to damage the reputation of the Punjab Police and security forces through films released on over-the-top streaming platforms and extensive campaigns on social media. Allegations of human rights violations during Punjab's troubled decades are reportedly being highlighted using highly inflated figures, while little attention is being given to the targeting of security personnel and members of the minority community by Pakistan-backed extremist groups during the same period.

Religious fundamentalism is also described as an emerging concern in Punjab. At the same time, questions have been raised over the effectiveness of governance in the state, with the political structure of the ruling party being cited as an additional factor complicating the overall security environment.

The evolving security situation has become more volatile as transnational criminal gangs have increasingly replaced traditional terrorist networks in Punjab. The glorification of extremist figures and gang leaders by folk musicians has also been identified as a growing concern, with such portrayals creating misleading role models for young people whose aspirations are increasingly centred on migration to Canada, the United Kingdom, Norway and Germany.

Against this backdrop, the country's newly appointed security leadership is expected to strengthen situational awareness regarding threats originating from across India's western border. The assessment argues that national security institutions must move beyond routine administrative functioning and focus on developing actionable intelligence through stronger human intelligence capabilities rather than relying primarily on technical intelligence or information supplied by external powers with competing strategic interests.

As methods of warfare continue to evolve alongside technological advances used by terrorist organisations and criminal networks, security institutions are also expected to modernise their operational approach. The assessment stresses that intelligence and military leadership should possess both professional competence and the willingness to make decisive operational decisions while maintaining institutional integrity.

With India's global ambitions continuing to expand under the Modi government, the assessment concludes that national security challenges are likely to grow as geopolitical competitors seek to counter the country's rise through both direct and indirect means, including coordinated misinformation campaigns on over-the-top streaming platforms and social media. It argues that strengthening pre-emptive capabilities and maintaining credible deterrence will remain essential for protecting national security, with Punjab expected to become the first major test for the country's newly appointed security leadership in the months ahead.
