Himachal Day Celebrations in Una to Be Led by Education Minister Rohit Thakur; Panchayati Raj Reservation Rosters Notified Across District

Education Minister Rohit Thakur will lead Himachal Day celebrations in Una on April 15 with ceremonial events and cultural programs, while the district administration issues detailed Panchayati Raj reservation rosters for Gram Panchayats, Panchayat Samitis, and Zila Parishad wards under the 1994 Act.

 

The district-level Himachal Day celebrations in Una on April 15 will be marked by the presence of Education Minister Rohit Thakur as the chief guest, setting the stage for a ceremonial and administratively significant day. The minister will unfurl the National Flag at the premises of the Government Senior Secondary School, Una, following a scheduled tribute at the Shaheed Smarak located in MC Park at 10:40 am. The formal flag hoisting ceremony will commence at 11 am, followed by an inspection of the parade, a salute to the march past, and an address to the gathering.

In preparation for the event, Additional Deputy Commissioner Mahendra Pal Gurjar convened a meeting on Wednesday at the Bachat Bhawan conference hall with officials from all departments to review arrangements and issue necessary directives. The ceremony will feature parade contingents from the police and home guards, along with NCC and NSS students from various educational institutions, showcasing coordinated discipline and ceremonial precision. Cultural performances by schoolchildren, theatre groups, social organisations, and Anganwadi centres will add vibrancy to the occasion.

The event will also include thematic tableaux presented by various departments, highlighting social messages and development schemes. Among the prominent displays will be those based on the Chief Minister Sukhashraya Yojana, Dr Yashwant Singh Parmar Vidyarthi Rin Yojana, agriculture and horticulture sectors, Red Cross initiatives, and the District Disaster Management Authority. Self-help groups will set up stalls at the venue to promote their products and strengthen women’s economic empowerment, while multiple departments will organise developmental exhibitions.

Senior officials present at the preparatory meeting included ASP Sanjeev Bhatia, SDM Una Abhishek Mittal, Joint Commissioner of Municipal Corporation Una Manoj Kumar, and other departmental heads.

Simultaneously, significant administrative developments were announced regarding the Panchayati Raj framework in the district. Deputy Commissioner Una Jatin Lal confirmed the issuance of reservation rosters for Gram Panchayat Pradhan posts, Panchayat Samiti chairpersons, and Zila Parishad wards across all development blocks. These rosters have been notified under Section 8 and 125 read with Rule 87 of the Himachal Pradesh Panchayati Raj Act, 1994, governing electoral processes.

Detailed block-wise reservation allocations have been outlined for Una, Gagret, Haroli, Amb, and Bangana subdivisions. These include reservations for Scheduled Caste women, Scheduled Castes, Other Backward Classes women, Other Backward Classes, women, and unreserved categories across numerous Gram Panchayats. The distribution reflects a structured approach to representation, ensuring compliance with statutory provisions.

Further, reservation details for Zila Parishad wards have also been declared. Wards such as Dhanet and Kutheda Khairlan have been reserved for Scheduled Caste women, while Bhanjal Lower and Mubarikpur are reserved for Scheduled Castes. Other allocations include reservations for OBC women, OBC categories, women, and unreserved seats across multiple wards, including Haroli, Dehlan Upper, Sohari, Takka, and Ambota.

In addition, reservation rosters for Panchayat Samiti chairpersons and ward members have been issued under Section 78 and Rule 28 of the Himachal Pradesh Panchayati Raj (Election) Rules, 1994. Panchayat Samiti Bangana has been reserved for Scheduled Caste women, Haroli for OBC women, Amb for women, while Gagret and Una remain unreserved for chairperson posts. Extensive ward-level allocations across Gagret, Haroli, Bangana, Amb, and Una subdivisions detail reservations for various categories, ensuring equitable political representation at the grassroots level.

These developments collectively underline a dual focus in Una district on ceremonial observance and administrative structuring. While the Himachal Day celebrations aim to reinforce cultural pride and civic participation, the release of reservation rosters establishes a critical framework for inclusive governance and upcoming Panchayati elections, shaping the district’s democratic landscape.
