US Official Calls India the Only True Engineering Rival to China, Says Partnership Is Crucial for Global Technology Leadership

Jacob Helberg, United States Under Secretary of State, declared India the only nation that fundamentally rivals China in engineering talent and workforce depth. Speaking at the IX USISPF Leadership Summit 2026, he praised India's technology ecosystem, highlighted expanding artificial intelligence cooperation, and reaffirmed the United States' commitment to investing and innovating with India.

 

 

India is the only country capable of fundamentally rivaling China in the depth of its engineering workforce and talent pool, United States Under Secretary of State for Economic Growth, Energy, and the Environment Jacob Helberg said on Monday, describing India as an indispensable partner in the race for global technology leadership. Speaking at the IX USISPF Leadership Summit 2026, Helberg praised India's rapidly expanding technology ecosystem and reaffirmed the United States' commitment to strengthening strategic cooperation with New Delhi in advanced technologies, including artificial intelligence.

Addressing the summit, Helberg said India stands apart not only because of its shared democratic values with the United States but also because of the unmatched scale and quality of its engineering talent. He stated that India is the only country on Earth that fundamentally rivals China with respect to the depth of its engineering workforce and talent pool.

Helberg said India possesses a genuine and rapidly developing technology ecosystem that is making remarkable contributions at the application layer of artificial intelligence and emerging technologies. He emphasized that these contributions are essential for accelerating technology diffusion and expanding the global adoption of advanced technological solutions.

During an interaction with ANI, Helberg reiterated the United States' engagement with India in building a strong artificial intelligence developer ecosystem. He said the most important takeaway from his visit was that India is fully committed to the future and is positioning itself as a major force in technological innovation.

He said discussions between the two countries are continuing and referred to the recent announcement by the United States Department of Commerce regarding a trusted partner program. According to Helberg, the process is still unfolding as both nations explore deeper collaboration in high-technology industries.

Helberg also referred to sensitive discussions involving leading American artificial intelligence laboratories, including Anthropic. He revealed that he met Information Technology Secretary S. Krishnan to discuss strengthening technology cooperation between the two countries. According to Helberg, their discussions focused on unlocking new opportunities for shared growth in the global artificial intelligence economy. He added that American companies are prepared to build, invest, and innovate in India.

Engineering and information technology remain among the most sought-after professions in India and continue to provide a pathway for skilled professionals seeking employment abroad, particularly in the United States. More than 70 percent of approved H-1B visa applications in recent years have been granted to Indian professionals, while Chinese workers constitute the second-largest group of foreign recipients of these visas.

Helberg's remarks underscore the growing strategic importance of the India-United States technology partnership at a time when global competition in engineering talent, artificial intelligence, and advanced technologies is intensifying. His statements reinforce India's position as a critical partner in shaping the future of technological innovation and the global digital economy.
