Political Storm Erupts in Punjab Over Bhagwant Mann’s Remarks on Action Against Stray Dogs
Punjab Chief Minister Bhagwant Mann’s announcement of a campaign against stray and dangerous dogs after a Supreme Court order has triggered a major political and legal controversy. Opposition leaders, the Punjab Governor, and animal welfare advocates accused the government of misinterpreting judicial guidelines and demanded humane measures instead of indiscriminate action.
In a social media post, Mann declared that the state government would begin action “to eliminate stray and dangerous dogs” that pose a threat to children and pedestrians. He also thanked the Supreme Court for what he described as a decision supporting such action. The announcement quickly escalated into a political confrontation, with critics arguing that the statement created a misleading impression about the scope of the court’s order

Bharatiya Janata Party leader Tejinder Pal Singh Bagga stated that he had formally written to the Chief Justice of India, alleging that Mann had publicly mischaracterised the Supreme Court’s ruling. Bagga asserted that the court permits action only in legally defined situations involving rabid, incurably ill, or demonstrably dangerous dogs after proper veterinary assessment and in strict compliance with the law. He emphasised that the order does not authorise any blanket mass elimination campaign against stray dogs.

Punjab Governor Gulab Chand Kataria also called for restraint and adherence to legal procedures. He stated that any action undertaken by the state administration must strictly follow the guidelines laid down by the Supreme Court. Stressing the importance of humane treatment, Kataria remarked that dogs are also living beings and warned that the proposed campaign cannot become an indiscriminate killing operation.
Former legislator and medical practitioner Navjot Kaur Sidhu strongly criticised Mann’s remarks, describing them as harsh and insensitive. She urged the Punjab government to focus on humane and sustainable solutions, including sterilisation drives, vaccination programmes, construction of shelters, and mandatory pet registration systems. Sidhu further accused successive governments of neglecting animal welfare infrastructure and argued that the administration must maintain a balance between public safety, compassion, and legal responsibility toward animals.
