India and Vietnam Elevate Strategic Ties as Modi and To Lam Hold High-Stakes Talks in New Delhi

India and Vietnam elevate ties to an Enhanced Comprehensive Strategic Partnership as Prime Minister Narendra Modi and President To Lam hold crucial talks in New Delhi, signing 13 agreements and addressing Indo-Pacific challenges amid rising regional tensions.

In a significant diplomatic development amid shifting geopolitical dynamics, Prime Minister Narendra Modi and Vietnamese President To Lam held delegation-level talks in New Delhi on Wednesday, focusing on expanding bilateral cooperation and reinforcing strategic alignment in the Indo-Pacific region.

President To Lam, who was elected earlier this month, arrived in India on Tuesday for his first state visit, leading a high-level delegation on a three-day official trip. The visit marks a crucial step in strengthening diplomatic engagement between the two nations at a time of evolving regional challenges.

During the high-level discussions, India and Vietnam agreed to elevate their bilateral relationship to an Enhanced Comprehensive Strategic Partnership, signaling a major advancement in ties. The decision reflects a shared commitment to deepen collaboration across multiple sectors and strengthen long-term geopolitical cooperation.

Following the talks, both countries signed 13 agreements spanning a wide range of sectors, including digital payments, rare earth minerals, pharmaceuticals, education, banking, and cultural exchanges. These agreements are aimed at broadening economic engagement and fostering deeper institutional linkages between the two nations.

President To Lam, in his remarks, emphasized that both countries have agreed to deepen political trust and elevate security cooperation. He reiterated Vietnam’s commitment to strengthening ties with India across strategic and defense domains.

The evolving defense partnership was also highlighted, recalling that last year India and Vietnam signed an agreement to establish a framework for submarine search, rescue, and support. Additionally, both sides signed a Letter of Intent to enhance bilateral defense industry collaboration, marking a critical step in military cooperation.

This high-level engagement and the elevation of ties underscore a growing convergence of interests between India and Vietnam. As both nations navigate complex regional dynamics, the strengthened partnership signals a unified approach toward economic growth, security cooperation, and maintaining balance in the Indo-Pacific region.
