Massive Birth Certificate Fraud Exposed in Mumbai Civic Body; Over 87,000 Certificates Marked for Cancellation
A major fraud in Mumbai Municipal Corporation’s birth registration system has led to the cancellation of 87,149 certificates issued via the outdated SAP system. Six officials suspended, including Dr. Shailendra Gujar. Allegations involve illegal re-registrations and national security concerns raised by officials.
The allegations state that these birth certificates were fraudulently generated using the outdated and discontinued SAP system of the civic body. So far, six health officials have been suspended in connection with the case.
Former Bharatiya Janata Party Member of Parliament Kirit Somaiya has been actively pursuing the matter. He stated that he has been working on exposing the irregularities since July 2025. Through the social media platform X, he shared updates on the case and also expressed gratitude to Chief Minister Devendra Fadnavis and the BMC Commissioner for ordering an investigation.
According to Somaiya, the BMC adopted the Civil Registration System (CRS) portal on January 1, 2016. Despite this, certain health officials allegedly continued to use the old SAP system for illegal registration and re-registration of birth certificates, bypassing official procedures.
Data indicates that 30,507 entries were re-registered in 2024, 48,705 in 2025, and 7,135 in 2026, all in violation of established rules. The investigation further revealed that several Medical Officers across wards made unauthorized modifications in the SAP-based civic registration system instead of using the mandated CRS portal.
The scale of discrepancies is alarming. Between 2024 and 2026, a total of 87,149 entries were recorded in the SAP system, while only 33,772 official entries exist on the CRS portal.
Action has already been initiated, with six health officials suspended so far. Recently, Dr. Shailendra Gujar was also suspended. Earlier, two additional officials from the M-East Ward had faced disciplinary action.
Security concerns have also been raised in connection with the case. Mayor Ritu Tawde and Kirit Somaiya have described the issue as a matter linked to national security, suggesting that such fraudulent certificates may have been used to provide legal identity to illegal immigrants.
The investigation continues, with authorities scrutinizing the extent of systemic misuse and administrative failures within the civic registration framework, marking the case as one of the most serious governance lapses in recent years.
