India’s Housing Boom Expands Beyond Metros as Tier-2 Cities Drive Luxury Market Growth

India’s housing market is expanding beyond Delhi-NCR as Tier-2 cities gain momentum in luxury housing, driven by infrastructure growth, rising purchasing power, premium developments and changing buyer preferences.

India’s housing market is entering a more mature and geographically balanced phase, with growth increasingly extending beyond the country’s largest metropolitan centres. While Delhi-NCR continues to lead the luxury housing segment, Tier-2 cities are emerging as the next major growth frontier, supported by improving infrastructure, rising purchasing power and changing buyer expectations.

From urban expansion to regional growth, the next chapter of India’s housing story is being shaped by more discerning homebuyers who are prioritising lifestyle, planning and long-term value while making purchasing decisions. Responding to this shift, developers are increasing their focus on premium and luxury residential projects.

The transformation is most visible in Delhi-NCR. According to Cushman & Wakefield’s Delhi-NCR Residential MarketBeat Q4 2025, the region recorded 14,248 new residential launches during the quarter, marking a 39% sequential increase and nearly 2.5 times growth year-on-year. Gurugram alone accounted for almost half of these launches, strengthening its position as India’s leading luxury residential market.

The growth momentum in Gurugram reflects a wider national trend. CBRE’s India Market Monitor Q4 2025 – Residential noted that residential sales and launches both crossed 270,000 units in 2025, while high-end housing surpassed the mid-end segment to become the largest share of residential sales. The continued demand for premium homes indicates that buyers are increasingly focusing on quality and long-term value.

The expansion of luxury housing is no longer limited to metropolitan markets. Cities including Jaipur, Lucknow, Dehradun, Chandigarh and Rishikesh are emerging as new growth centres for India’s housing sector, supported by better infrastructure, expanding employment hubs and improved connectivity. According to PropEquity’s Tier II Cities: Residential Overview, housing sales across the top 15 Tier-2 cities reached INR 40,443 crore in Q1 2025, rising 6% year-on-year, while developers launched nearly 2.43 lakh residential plots between 2022 and May 2025. Homes priced above INR 1 crore also continued to attract buyers, reflecting growing confidence in higher-value residential segments.

As buyer preferences continue to evolve, developers are reshaping projects with greater emphasis on planning, amenities and integrated communities.
