President To Lam, who arrived in India on Tuesday for a three-day state visit accompanied by a high-level delegation, is undertaking his first official visit to the country since assuming office earlier this month. His visit underscores the growing strategic convergence between the two nations at a time of evolving geopolitical challenges in the Indo-Pacific.
Highlighting Vietnam’s significance in India’s foreign policy framework, Prime Minister Modi described the country as a key pillar of India’s Act East Policy and Vision Ocean initiative. He further stated that both sides would deepen defence and security cooperation to contribute meaningfully to regional stability.
In a significant move to strengthen financial connectivity, the two countries agreed to enhance cooperation between their central banks. Prime Minister Modi announced that India’s Unified Payments Interface and Vietnam’s fast payment system are expected to be linked soon, a step aimed at facilitating smoother digital transactions and economic engagement.

The two countries had already made notable progress in defence collaboration last year, including signing an agreement to establish a framework for submarine search, rescue, and support mechanisms. Additionally, a Letter of Intent was signed to strengthen bilateral cooperation in the defence industry, further solidifying strategic ties.
The elevation of relations to an Enhanced Comprehensive Strategic Partnership signals a new phase in India-Vietnam ties, reinforcing their shared commitment to regional security, economic growth, and strategic balance in the Indo-Pacific.
