Over 250 schools have been renovated using voluntary labour and community support, marking a shift from insurgency-affected isolation to education-driven development and long-term social reintegration in Madhya Pradesh.

n a striking reversal of its past, Chukka Tola village in Balaghat district of Madhya Pradesh—once identified in intelligence records as a Maoist stronghold—has undergone a profound transformation driven not by force, but by structured educational revival and community engagement.

The village, earlier embedded within the support network of Communist Party of India (Maoist) leadership, including the high-profile figure Milind Teltumbde, now stands as a focal point of an unconventional counter-insurgency strategy that prioritises rebuilding communities through education.

At the centre of this initiative is the Vidyanjali programme under the Ekal Suvidha Kendra framework, spearheaded by Superintendent of Police Aaditya Mishra, a 2018-batch Indian Police Service officer. Moving away from traditional enforcement-centric approaches, the programme focuses on restoring neglected primary schools in remote tribal regions that had fallen into severe disrepair over time.

A defining feature of the initiative is the direct involvement of police personnel, who contribute voluntary labour to repair school infrastructure. This approach has significantly reduced costs while simultaneously strengthening trust between law enforcement and local communities.

The strategy emerged from ground-level intelligence assessments that identified a recurring pattern: regions with weak or absent educational infrastructure were more vulnerable to extremist influence. With schools either abandoned or non-functional, children in these areas were increasingly disconnected from formal education systems, creating conditions conducive to alienation and radicalisation.

What began as a pilot project in a single dilapidated school in Chukka Tola has now expanded across Balaghat district. Approximately 250 schools have been renovated so far, surpassing the initial target of upgrading 100 schools by early 2026. Each school has been restored at an average cost of around ₹1.2 lakh, made possible through voluntary labour and active community participation, significantly reducing expenditure compared to conventional construction models.

The transformation on the ground is visibly significant. Schools that once suffered from crumbling walls, broken furniture, and unsafe environments have been converted into functional and welcoming learning spaces. Fresh paint, proper desks, improved lighting, and modern teaching aids have replaced decay and neglect. Essential facilities, including safe kitchens, clean toilets, potable drinking water, and electrification, have been prioritised to ensure a conducive educational environment.

The initiative gained further momentum following the declaration of the effective end of Naxal activity in the district in December 2025. With security concerns substantially reduced, administrative focus shifted toward long-term stability through developmental intervention.

Early personal involvement by Superintendent of Police Aaditya Mishra and his family, including the adoption of schools, helped inspire participation from local businesses and citizens. As a result, nearly ₹3.9 crore has been mobilised through public donations to support the programme.

Emphasising the vision behind the effort, Mishra stated that the objective extends beyond cosmetic renovation. He described the initiative as a mission to restore primary education infrastructure and ensure that every child has access to improved learning conditions and facilities.

Transparency has been reinforced through a dedicated online portal, enabling individuals and organisations to directly contribute to the initiative. A registered Vidyanjali Society oversees fund management and facilitates contributions, including support through corporate social responsibility channels.

Beyond infrastructure development, the broader objective focuses on social reintegration. Parallel efforts are underway to rehabilitate surrendered Maoist cadres, facilitate access to identity documentation, provide banking services, and support livelihood opportunities for affected families. Officials describe the model as a fundamental shift in policing philosophy, transitioning from enforcement to sustained civic engagement.

In villages such as Chukka Tola, the transformation is increasingly evident. The echoes of prolonged conflict are gradually being replaced by the sounds of functioning classrooms, signalling a deeper and more enduring change in the region’s social landscape.
