Channi's Punjab Gamble Backfires as Congress Stands Firm Behind Warring

The development follows repeated factional friction and open slogan-shouting during the ‘Har Booth, Congress Mazboot’ campaign, where supporters of Channi and Warring clashed and disrupted party programmes. Channi was summoned after his supporters allegedly caused repeated disruptions during the campaign.

As many as six disruptions were reported during 18 rapid-fire rallies held across nine days.

On August 6, Channi offered to quit as chairman of the Punjab Congress campaign committee, insisting that the party would not win the elections under the leadership of the present party chief, Amarinder Singh Raja Warring, sources said. However, the party once again made it clear to Channi that there were no plans to replace Warring.

Meanwhile, PPCC chief Amrinder Singh Raja Warring, when asked whether he was resigning, said he would not resign but “would continue to work to strengthen the party in case he was replaced”.

Punjab party affairs in-charge Bhupesh Baghel failed to unite the Channi and Warring factions during his nine-day visit to Punjab. The differences between the two rival camps widened as their supporters became involved in pushing, shoving and slogan-shouting. The indiscipline was not confined to urban pockets and also reached block and booth-level workers.

Sources said the party high command was unhappy with Channi because his supporters openly challenged Amarinder Singh Raja Warring. Channi was told to control his supporters and was reportedly given a 15-day deadline before the party rolls out the final operational formula.

The immediate question is whether Channi will resign in protest against the high command’s decision not to replace Warring. The party leadership, however, has refused to yield to his demand or pressure tactics, citing electoral calculations, organisational strategy and political discipline, along with lessons from the 2022 Assembly elections.

What went wrong for Channi was his camp’s show of strength in Morinda and Mohali, where only leaders from his faction were seen. The move was viewed as an act of indiscipline and an attempt to blackmail the leadership.

Sources said Channi and leaders of his camp were also asked to explain why they opposed Warring. The first allegation was that Warring was “compromised” and had failed to expose the failures of the AAP government because of vested interests, including the alleged bus fabrication scam from the period when Warring was Transport Minister.

No case was registered, and Warring had described the allegations as politically motivated. The party high command therefore did not take action against him. Despite the central leadership taking a tough stand on Warring, the Channi faction continued to oppose him publicly.

Party insiders said top leaders, including Rahul Gandhi, Mallikarjun Kharge and K.C. Venugopal, chose to send a strong signal that public dissent and disruptions at party venues would not be rewarded with leadership changes. The central leadership also made it clear that party discipline would prevail, leaving Channi with limited leverage within the state apparatus.

The leadership’s calculations also extend beyond the Dalit vote. Channi and Warring represent two different communities of voters. Warring represents the Jat community, which is over 25 per cent of the electorate, while Channi represents the Dalit community, which is nearly 32 per cent. The Dalit community is fragmented into 39 sub-castes, while the Ravidasia community to which Channi belongs constitutes 26 per cent of the Dalit electorate.

Sources said internal party feedback and electoral assessments across several reserved constituencies showed that Punjab’s Dalit vote bank does not unite entirely behind a single leader. Local candidates, regional social dynamics and the influence of various religious deras play a far greater role across different regions. The high command is therefore aware that curbing Channi’s role would not drastically shift the Dalit vote bank against the Congress.

Replacing Warring could also risk annoying the entire Jat community, which remains decisive in terms of political clout and social balance. Historically in Punjab politics, whenever Congress has formed a government in the state, it has achieved success by projecting a Jat Sikh face.

The party’s decision is also influenced by the outcome of its 2021 strategy of making Channi Punjab’s first Dalit Chief Minister. The party had ousted Jat Sikh leader Captain Amarinder Singh from the Chief Minister’s chair, but the move backfired as Congress won only five seats out of a total 34 reserved seats.

Age and organisational experience are another factor. Charanjit Singh Channi is approximately 14 years and eight months older than Amarinder Singh Raja Warring. Having risen through the Indian Youth Congress ranks, Warring represents the party’s focus on building a younger, long-term leadership tier in Punjab.

Congress also has an electoral reason for retaining Warring. The party won seven out of 13 Lok Sabha seats in Punjab under his leadership. His tenure as Punjab Pradesh Congress Committee chief represents a net positive recovery for a party battered by the 2022 Assembly defeat.

After taking charge following the disastrous 2022 Assembly defeat, Warring successfully stabilised the cadre, stemmed large-scale defections and mounted an aggressive ground opposition against the ruling Aam Aadmi Party.

The Congress high command also does not want to repeat what it sees as the mistake of making knee-jerk leadership changes. Learning a lesson from the shameful defeat in the 2022 Assembly elections, the party does not want to make decisions under pressure or in a hurry, after the removal of Captain Amrinder Singh under pressure from the Navjot Singh Sidhu faction cost the party dearly.

AICC state in-charge Bhupesh Baghel repeatedly emphasised that changing the state president close to elections is not “child’s play” and that constant reshuffling destabilises the organisation.

In an irony of Punjab politics, Captain Amarinder Singh, who was abruptly removed from office, is now being sent feelers by Rahul Gandhi as “Hello Uncle Amrinder”. Amid the ongoing factional war, Congress has now recognised the value of a senior leader. Regardless of whether Captain Amrinder returns to Congress or the factional feuds continue, the high command remains firm on its decision not to remove Warring.

Channi’s own 111-day tenure as Chief Minister is another factor in the leadership’s assessment. Despite becoming Punjab’s first Dalit Chief Minister, he failed to win either of the two Assembly constituencies, Chamkaur Sahab and Bhadaur, which severely damaged his credibility as an undisputed statewide leader.

State and central agencies continue tracking allegations that shadow Channi’s political career. The central focus remains the Enforcement Directorate’s sand-mining money laundering probe, which escalated when raids on his nephew, Bhupinder Singh “Honey”, yielded Rs 10 crore in cash and luxury assets, prompting extensive questioning of Channi. Channi dismissed the probes as a political vendetta aimed at tarnishing his image.

The party high command had considered appointing Channi Chairperson of the Campaign Committee, but he refused, demanding instead to be declared the Chief Ministerial candidate.

Prof Ashutosh Kumar, Head, Department of Political Science, Panjab University, Chandigarh, said Channi could not be blamed for the party’s 2022 defeat, pointing to undercurrents in favour of the AAP. Although Channi lost both seats in 2022, his performance in the 2024 Lok Sabha elections was strong, with a decisive victory from Punjab’s Jalandhar constituency.

Reclaiming his political footing after the 2022 assembly setback, Channi secured 3,90,053 votes, defeating BJP's Sushil Kumar Rinku by a massive margin of 1,75,993 votes-the highest victory margin in the state,” Prof Ashutosh Kumar said.

Despite Channi’s electoral recovery and his demand for a larger role, the Congress high command has chosen organisational continuity over a leadership change, with Warring set to remain in place and Channi under pressure to bring his faction back in line.
