Punjab Revenue Minister S. Hardeep Singh Mundian details the "Takseem Scheme" initiated by CM Bhagwant Singh Mann to streamline family land partition. Starting Baisakhi, April 13, a special campaign will ensure 30-day case disposal, digital tracking, and doorstep service by Patwaris to reduce litigation and enhance transparency across the state's revenue department.

 

In a landmark move to overhaul the state’s agrarian and administrative landscape, Chief Minister S. Bhagwant Singh Mann has announced the "Takseem Scheme," prompting the Punjab Revenue Department to issue comprehensive guidelines aimed at streamlining the intricate process of family land partition. Revenue, Rehabilitation, and Disaster Management Minister S. Hardeep Singh Mundian, while divulging these pivotal details, confirmed that crystal clean instructions have been dispatched to all Deputy Commissioners to ensure absolute transparency, uniformity, and the expedited disposal of family land partition cases across the state. This initiative marks a decisive shift toward modernizing land governance, as land owners gain the ability to directly file partition applications through a dedicated portal, reinforcing the government’s commitment to simplifying procedures, mitigating long-standing disputes, and enhancing overall efficiency in revenue matters.

The Revenue Minister emphasized that these new guidelines are designed to enforce a transparent and time-bound process, effectively terminating unnecessary procedural delays and the chronic litigation that has historically plagued rural families. Under strict directives, all revenue officials must adhere to prescribed procedures during the conduct of family partition cases, ensuring that legal and administrative integrity is maintained at every level. A critical component of this citizen-centric outreach involves Patwaris proactively reaching out to beneficiaries at their doorsteps to facilitate the timely updating of revenue records. Minister S. Hardeep Singh Mundian asserted that Patwaris must ensure citizens face no inconvenience, mandating that these officials hold direct meetings with concerned parties to finalize partition maps by specifically demarking essential approach paths and watercourses.

To ensure the success of the "Takseem Scheme" at the grassroots level, the Cabinet Minister has instructed that public awareness be aggressively strengthened through announcements from religious places and the organization of dedicated awareness camps within villages. The scheme heavily encourages consent-based settlements to minimize the burden on the judicial system, supported by fixed timelines that guarantee prompt disposal. By focusing on mutual consent and digitized verification, the government aims to maintain unparalleled accuracy and transparency, backed by robust monitoring mechanisms to oversee implementation. This reformative approach is expected to significantly reduce grievances and solidify public trust in the revenue administration, addressing the common issue where delayed transfers of family-divided land often escalate into bitter, long-term disputes.

A special campaign is set to launch on April 13, coinciding with the auspicious festival of Baisakhi, to register and approve land distribution based on mutual family understanding as per the Chief Minister's vision. Tehsildars and Naib Tehsildars have been strictly instructed to inform the public of this initiative, ensuring that once a land partition map signed by all concerned parties is submitted, the Patwari registers the transfer immediately. In cases where further coordination is required, the Patwari or Kanungo will collaborate with farmers to prepare maps indicating approach roads and watercourses, which, upon stakeholder signature, will be approved for mutation by the Tehsildar or Naib Tehsildar within a strict 30-day window. With Deputy Commissioners monitoring progress on a weekly basis and Patwaris required to upload direct applications to the department’s website for tracking, this comprehensive reform stands as a definitive resolution to land-related grievances in Punjab.
