Threats Follow Complaint Over Substandard Roadwork in Gonda; PWD Rebuilds Stretch After Official Probe

A complainant alleging substandard road construction in Gonda, Uttar Pradesh, has reported receiving threats after flagging quality issues in a PWD project. Following a District Magistrate’s directive, the road was rebuilt after an official probe, while police registered an NCR over the alleged intimidation.

 

In a troubling episode highlighting the risks faced by whistleblowers, a complainant who raised concerns over alleged substandard road construction in Uttar Pradesh’s Gonda district has reported receiving threats, even as authorities ordered corrective action and rebuilt the road in question.

The matter involves a road constructed between Kamdawa and Lohdawa by the Public Works Department’s Construction Division–2. Soon after the project was completed, serious questions were raised about the quality of the work, prompting a formal complaint to the district administration. The complainant, a local leader associated with the Bhim Army, later alleged that he was threatened for bringing the issue to light.

Following the reported intimidation, the complainant approached Khargupur police station, where a Non-Cognizable Report (NCR) was registered, documenting the alleged threats. Police officials acknowledged the complaint and confirmed that the matter has been entered into official records, in line with procedure.

Administratively, the complaint triggered swift scrutiny. Acting on the directions of the District Magistrate, the PWD conducted an internal investigation into the construction quality of the Kamdawa–Lohdawa road. The probe reportedly found deficiencies significant enough to warrant corrective measures. As a result, the road was repaired and reconstructed, addressing the concerns that had initially been flagged.

Officials from the administration stated that appropriate action would be taken based on both the findings of the inquiry and the complaint regarding threats. They emphasized that complaints related to public works and citizen safety are being treated seriously, and due process will be followed in each aspect of the case.

The incident underscores the dual challenges facing governance at the grassroots level—ensuring accountability in public infrastructure projects while also safeguarding citizens who speak up against irregularities. As the rebuilt road now serves local residents, attention remains focused on whether the promised administrative and legal follow-up will reinforce public confidence in oversight mechanisms.
