India Bolsters Strategic and Cultural Ties with Sri Lanka’s Indian-Origin Tamil Community through Landmark Welfare Initiatives

Vice President C. P. Radhakrishnan’s official visit to Colombo marks a historic shift in India-Sri Lanka relations, featuring the extension of OCI status to the sixth generation for Indian-origin Tamils and the completion of Phase III of the Indian Housing Project. In a profound demonstration of India’s "Neighbourhood First" policy, Vice President C. P. Radhakrishnan today announced a transformative series of measures in Colombo designed to solidify historical linkages and elevate the welfare of the Indian-origin Tamil community in Sri Lanka. Addressing a gathering of the Indian community during his two-day official visit, the Vice President unveiled a strategic extension of the Overseas Citizen of India scheme up to the sixth generation, coupled with simplified documentation norms to streamline access to educational and economic opportunities within India. This pivotal shift underscores a deepening commitment to the socio-economic mobility of the community, further reinforced by the announcement of a major expansion of scholarships under the Ceylon Estate Workers’ Education Trust which will see a substantial increase in both the number of beneficiaries and the scale of financial assistance provided.

The diplomatic engagement reached a significant milestone as Vice President Radhakrishnan virtually handed over the final 145 houses under Phase III of the Indian Housing Project, officially marking the completion of this critical residential initiative. Throughout his high-level itinerary, the Vice President invoked the visionary spirit of poet Subramania Bharati, describing the community as a living bridge that sustains the deep-rooted cultural and civilisational ties between the two nations. These sentiments were echoed during wide-ranging talks with Sri Lankan President Anura Kumara Dissanayake and Prime Minister Harini Amarasuriya, where the leaders reaffirmed their dedication to continued cooperation. The Vice President’s outreach extended across the political spectrum, involving interactions with Opposition Leader Sajith Premadasa and representative leaders of the Indian-origin Tamil community from the northern and eastern provinces.

The visit culminated in the formalization of several key agreements, as Foreign Secretary Vikram Misri briefed the media on the signing of multiple Memoranda of Understanding. These include the inaugural six projects under the post-Ditwah multi-sectoral grant assistance programme focused on the Eastern Province, alongside a dedicated agreement for the construction of a four-storey medical ward complex at the District General Hospital in Mullaitheevu. By integrating robust infrastructure development with generational citizenship reforms and educational empowerment, Vice President Radhakrishnan’s visit serves as a definitive roadmap for a fortified, multi-dimensional partnership between India and Sri Lanka.
