Owaisi Calls for ‘Operation Insaaf’ to Neutralize Terror Chiefs in High-Stakes Budget Debate

In a sharp departure from traditional budgetary rhetoric, AIMIM President Asaduddin Owaisi has called for a decisive cross-border strike, dubbed "Operation Insaaf," to apprehend or neutralize the architects of cross-border terrorism. Speaking on the floor of the Lok Sabha during the Union Budget 2026-27 discussions on February 11, the Hyderabad MP demanded that the Indian government take direct action against high-profile terror figures including Hafiz Saeed, Masood Azhar, and Zaki-ur-Rehman Lakhvi. Owaisi framed the proposed operation as an essential pursuit of justice, explicitly linking the necessity of such a mission to the continued detention of Kulbhushan Jadhav, the former Indian naval officer who has remained in Pakistani custody since 2016.

The AIMIM leader’s intervention moved beyond fiery rhetoric to a granular critique of India’s current defense preparedness, painting a sobering picture of the gaps between sanctioned strength and ground reality. He voiced significant concern over the Indian Air Force’s dwindling assets, noting that the fleet has been stretched to 29 squadrons against a long-sanctioned requirement of 42. Owaisi further pointed to a strategic imbalance in the skies, suggesting that Pakistan currently holds a tactical edge in Airborne Warning and Control Systems (AWACS). This critique of military infrastructure extended to the seas, where he flagged persistent delays in the induction of essential submarines and the development of future aircraft carriers, suggesting that fiscal allocations have not yet resolved critical procurement bottlenecks.

Domestic military policy and international diplomatic pressures also came under Owaisi’s scrutiny as he condemned the Agnipath scheme, arguing that its structure undermines the long-term stability of the armed forces. He further lambasted recent tax adjustments affecting disabled soldiers, labeling the move as a failure of administrative empathy toward those who have sacrificed their physical well-being for the nation. Shifting to the global stage, Owaisi warned of increasing trade pressures from the United States and the lingering, unresolved tensions along the Line of Actual Control with China, urging the government to adopt a more robust stance against external coercion.

This unexpectedly hawkish stance from Owaisi has sparked a complex reaction across the political spectrum, signaling a shift in how national security is debated within the opposition. By intertwining the emotive case of Kulbhushan Jadhav with technical demands for military modernization, Owaisi has challenged the treasury benches to match their nationalist rhetoric with tangible hardware and proactive strategy. As the budget session progresses, his demands for "Operation Insaaf" and his critique of the defense deficit are likely to intensify the pressure on the Ministry of Defence to provide a roadmap for closing the gap between India’s geopolitical ambitions and its current military capabilities.
