PM Modi to Dedicate India’s First Greenfield Integrated Refinery-cum-Petrochemical Complex to the Nation in Balotra

Prime Minister Narendra Modi visits Rajasthan this Tuesday to dedicate the ₹79,450 crore HPCL-Rajasthan greenfield integrated refinery-cum-petrochemical complex at Pachpadra, Balotra. This 9 MMTPA facility features a high Nelson Complexity Index of 17.0, aiming to boost India’s energy security, drive industrial growth, and foster socio-economic development through massive job creation.

Prime Minister Narendra Modi will arrive in Rajasthan this Tuesday to mark a historic turning point for the nation’s industrial landscape as he officially dedicates India’s first greenfield integrated refinery-cum-petrochemical complex at Pachpadra in Balotra. This landmark project, representing a colossal investment of more than ₹79,450 crore, stands as a significant milestone in India’s energy and petrochemical sector, according to an official statement. In addition to the dedication ceremony, the Prime Minister will address a public gathering to commemorate the occasion.

The massive nine million metric tonnes per annum (MMTPA) greenfield refinery-cum-petrochemical complex is the result of a strategic joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the government of Rajasthan. Designed as a state-of-the-art facility, the complex seamlessly integrates refining and petrochemical production, boasting a dedicated petrochemical capacity of 2.4 MMTPA. The refinery distinguishes itself with a high Nelson Complexity Index of 17.0 and petrochemical yields exceeding 26 per cent, figures that align strictly with global benchmarks for efficiency and sustainability.

This project is poised to function as a pivotal force in strengthening India's energy security while simultaneously enhancing petrochemical self-sufficiency and driving robust industrial growth. The complex is intended to serve as an anchor industry for the development of a petrochemical and plastic park in the region, a move that will actively promote downstream industries and ancillary sectors. Furthermore, the refinery is expected to generate significant employment opportunities, contributing directly to the comprehensive socio-economic development of the region.
