India Enforces Nationwide 95 RON E20 Fuel Mandate From April 1, 2025
India enforces nationwide E20 fuel mandate from April 1, 2025, requiring 95 RON petrol across all states. The move boosts octane levels, reduces crude oil imports, cuts emissions, and strengthens energy security while supporting domestic ethanol production and farmer incomes.
The directive was issued through a February 17 notification by the Ministry of Petroleum and Natural Gas, instructing oil marketing companies to supply petrol blended with up to 20 percent ethanol. The fuel must comply with Bureau of Indian Standards specifications to ensure uniform quality nationwide. The Centre has allowed limited exemptions in specific regions or exceptional situations for a short duration if required, ensuring flexibility during implementation.
The 95 RON benchmark carries significant technical importance, as it enhances the fuel’s resistance to engine knocking, a condition that can cause uneven combustion, reduced efficiency, and long-term engine wear. Standard petrol in India typically has an octane rating of 91 to 92 RON, while ethanol naturally offers a higher octane value of approximately 108 RON.
With a 20 percent ethanol blend, the overall octane level rises substantially. Oil industry estimates indicate an increase of nearly 6 RON, effectively placing E20 petrol in the range of 97 to 98 RON. This improvement supports smoother engine performance and greater combustion stability under compression.
Beyond vehicle performance, the mandate is designed to redu
ce India’s reliance on imported crude oil, lower emissions, and reinforce long-term energy security. Ethanol production from domestic crops such as sugarcane, maize, and other grains is expected to drive demand for agricultural feedstock while supporting farmer incomes.
The ethanol blending programme has already delivered measurable economic benefits by saving foreign exchange otherwise spent on crude imports. With the nationwide rollout of the E20 mandate, these savings are projected to increase further, aligning with India’s broader sustainable mobility objectives and reinforcing its transition toward cleaner energy solutions.
