Sitharaman Calls Manipur GST Amendment Bill a Crucial Step Toward Stronger Tax Governance

The Manipur Goods and Services Tax (Second Amendment) Bill, 2025, has been termed “highly important” by Finance Minister Nirmala Sitharaman. The legislation introduces key reforms, including enhanced track-and-trace mechanisms, aimed at improving transparency and strengthening GST administration in the state.

Finance Minister Nirmala Sitharaman on Monday underscored the significance of the Manipur Goods and Services Tax (Second Amendment) Bill, 2025, describing it as a pivotal move to strengthen the state’s tax administration framework. Speaking about the legislation, she noted that the amendment introduces two major corrective measures designed to reinforce transparency and improve operational efficiency within the GST mechanism.

According to the minister, the bill incorporates essential reforms aligned with the Centre’s broader push for a more robust, technology-driven tax compliance system. Among the most notable elements is the introduction of track-and-trace capabilities, which are expected to enhance oversight, curb leakages, and ensure better monitoring of transactions across the supply chain.

Officials familiar with the matter stated that the amendments aim to streamline administrative processes in Manipur, giving local authorities more effective tools to manage GST-related enforcement. The updated provisions are also expected to strengthen accountability, enabling the state to align more closely with national standards of tax governance.

The passage of the Manipur GST (Second Amendment) Bill, 2025 marks a meaningful stride for the state, signaling a commitment to modernising revenue systems and promoting greater transparency in public administration. As the reforms take effect, they are anticipated to play a critical role in reinforcing the integrity of the GST structure and supporting improved compliance across sectors.
