India Unveils Five-Year Push to Boost Manufacturing Competitiveness Through Comprehensive MSME Support Programme

India has launched the National Manufacturing Competitiveness Programme, a five-year plan by the NMCC featuring multiple schemes to strengthen MSMEs through technology upgrades, design support, lean manufacturing, quality enhancement, IPR awareness and marketing assistance, implemented via a PPP model.

 

India has outlined an ambitious plan to strengthen its manufacturing ecosystem with the National Manufacturing Competitiveness Programme (NMCP), a five-year initiative crafted by the National Manufacturing Competitiveness Council (NMCC). Designed to accelerate industrial growth and enhance the global competitiveness of Micro, Small and Medium Enterprises (MSMEs), the programme brings together multiple targeted schemes focused on technology, design, quality, innovation and market expansion.

Finalised as a public–private partnership model with secured financing, the programme introduces a series of structured interventions aimed at bridging capability gaps and helping smaller units adopt modern business tools. One of the core components is marketing support for MSMEs through barcoding initiatives, which enables enterprises to improve product traceability and access wider domestic and international markets. Another key scheme promotes entrepreneurial and managerial development through business incubators, offering mentoring, infrastructure and guidance for start-ups seeking to enter the manufacturing space.

To raise technical standards across the sector, the NMCP also emphasises quality enhancement through the Quality Management Standards and Quality Technology Tools (QMS/QTT) initiative. Complementing this is a national effort to build awareness about Intellectual Property Rights (IPR), encouraging MSMEs to protect innovations and strengthen their competitiveness.

The programme further introduces the Lean Manufacturing Competitiveness Scheme, aimed at reducing waste, optimising processes and improving productivity on the shop floor. Success stories compiled under the scheme are intended to inspire wider industry adoption. Another specialised intervention—the Design Clinic Scheme—extends professional design expertise to manufacturing units, backed by documented case studies showcasing practical impact.

Additional verticals of the NMCP include marketing assistance paired with technology upgradation, comprehensive support for technology and quality improvement, and the promotion of information and communication technology (ICT) across the manufacturing sector. Each scheme carries its own eligibility criteria and financial assistance structure, detailed on the Development Commissioner (MSME) official portal. MSMEs seeking to participate can apply by submitting proposals in the prescribed format available through the office of the DC-MSME.

Collectively, these measures signal a decisive effort to modernise India’s manufacturing landscape by empowering smaller enterprises—the backbone of the industrial economy. By integrating innovation, design, quality standards, market outreach and technology adoption, the NMCP aims to create a more resilient and globally competitive MSME sector over the coming years.
