Railway Alarm Chain Rules: When Can Passengers Pull It to Stop a Train?

Indian Railways alarm chain rules explained: know when passengers can pull the chain, how it stops a train, penalties for misuse and why missing a station is not a valid reason.

 

The ‘alarm chain’ installed in every railway coach is considered a crucial safety facility for passengers. It allows passengers to stop a train in an emergency, but the Indian Railways repeatedly advises that the facility must be used only in extremely urgent situations. Pulling the alarm chain without a valid reason not only delays the train’s onward journey but can also disrupt the schedules of other trains operating behind it on the same route.

Several incidents have also come to light in which relatives or friends accompanying passengers to a railway station board the train and fail to get off in time. When the train starts moving, some of them panic and pull the alarm chain. How exactly does an entire train stop after the alarm chain is pulled? Can passengers use it if they miss their station? What do Indian Railways rules say about its misuse?

The alarm chain inside a railway coach is connected to the train’s brake system through a valve that releases air. According to Dr Shivam Sharma, Chief Public Relations Officer of North Central Railway, the alarm chain is connected to the main brake pipe through a valve that releases air. Under normal circumstances, the brake pipe maintains an air pressure of around five kilograms per square centimetre.

When a passenger pulls the alarm chain, the connected valve opens and air escapes from the brake pipe. This causes the air pressure to fall, resulting in a reduction in the train’s speed. The change in air pressure becomes visible to the loco pilot on the pressure meter, following which the loco pilot takes precautions and brings the train to a halt, Dr Sharma told The Indian Express.

The railway staff also have to identify which coach the alarm chain was pulled from. To alert the guard and security personnel that the alarm chain has been activated, the loco pilot sounds the horn three consecutive times. Applying an immediate brake to a train travelling at high speed could create a major risk, so the train is brought to a gradual halt after covering a safe distance.

At the same time, a loud sound is produced as air escapes from the coach where the chain has been pulled. Railway personnel use this sound to locate the coach involved. The reason for pulling the chain is then checked, the chain is restored to its position and the train resumes its journey only after the required procedure is completed, Sharma said.

Under railway rules, passengers are permitted to pull the alarm chain only when there is a serious emergency posing a threat to passenger safety. According to railway officials, if a passenger suddenly suffers a heart attack or requires immediate medical treatment and a station is nearby, the alarm chain may be pulled. It can also be used if a passenger falls from the train, if a fire breaks out in the train, or if a serious criminal or security-related incident occurs.

A railway official said the emergency must be serious enough to make it necessary to stop the train immediately. After the train stops because the alarm chain has been pulled, railway employees reach the spot and ascertain the reason for activating it. If the train is at a station, railway staff deployed on the platform inspect the situation.

If the incident occurs in the block section between two stations, the guard and assistant loco pilot go to the concerned coach and check the situation. The Railway Protection Force can also search for the person who pulled the alarm chain and question the person about the reason for doing so.

Missing a station, however, does not give a passenger the right to pull the alarm chain. A passenger who misses a station or boards the wrong train in a hurry is not permitted to use the facility. Reaching the station on time and boarding the correct train are the passenger’s own responsibility. If a passenger misses a station, the passenger should get off at the next station and choose another train.

Stopping an entire train because of an individual passenger’s negligence is considered improper because it can inconvenience hundreds of passengers and disrupt the schedules of other trains operating on the route. Railway officials said that a passenger who pulls the chain without justification may face a fine or imprisonment under the rules.

Pulling the alarm chain without a valid reason or interfering with the mechanism is a punishable offence under Section 141 of the Railways Act, 1989. Under this provision, a person who interferes, without reasonable and sufficient cause, with a communication facility provided for the convenience of passengers on a train can face imprisonment of up to one year, a fine of up to Rs 1,000, or both.

If a passenger is found guilty of unnecessarily pulling the alarm chain, the law provides for a minimum fine of Rs 500 for the first offence, while a second or subsequent offence can attract imprisonment of three months. The Chief Public Relations Officer said that action is taken according to the provisions specified under the relevant law.

Railways has also expressed concern over the misuse of the alarm chain. An unnecessary stoppage of a train can have a significant impact on the schedules of other trains operating on the same route. According to railway records, as many as 6,393 incidents of alarm chain pulling were reported in the Agra, Jhansi and Prayagraj divisions between January and August 2026.

Of these, 6,379 people were arrested and a total fine of Rs 16 lakh 63 was recovered from them. Division-wise, the Prayagraj division recorded the highest number of chain-pulling cases at 2,517. It was followed by the Agra division with 2,493 cases and the Jhansi division with 1,383 cases.

Railway officials have advised passengers to reach the station with sufficient time before the scheduled departure of their train. Passengers have also been advised to check the train number, coach and other details and board the correct train on time.

If a passenger misses a station or boards the wrong train, the passenger should wait until the next station and get off there. Railway officials have stressed that the alarm chain should not be pulled unnecessarily unless there is a serious emergency.

Passengers who need assistance during a journey can contact the 139 helpline or report their complaint or problem through the Rail Madad app. Indian Railways has also appealed to passengers not to attempt to board a moving train. The railway has made it clear that the primary purpose of the alarm chain is to stop a train in an emergency to protect passengers’ safety.
