Statewide ‘Revenue Mega Campaign’ Launched in Bihar to Update Land Records
Patna, August 16: In a major step towards streamlining land records and providing relief to citizens, the Bihar government has launched a statewide ‘Revenue Mega Campaign’ from August 16 to September 20. The campaign aims to eliminate discrepancies in land documents and update jamabandis (land registers) in line with present requirements.
Announcing the initiative, Revenue and Land Reforms Minister Sanjay Saraogi said the government’s objective is to reach every landholder (raiyat) to ensure their documents are accurate and up to date. “The state wants to make sure no citizen has to run from office to office for corrections in their land papers. Instead, the revenue department itself is reaching the doorsteps of raiyats,” he said.
Jamabandi Copies Distributed Door-to-Door
Under the campaign, revenue teams are distributing jamabandi copies and application forms directly to households. Necessary corrections related to name, father’s name, khata-khesra number, area of land, and rent will also be carried out.
Monitoring at Three Levels
To ensure success, the government has created a three-tier monitoring system at subdivision, district, and headquarters level. Senior officials from the headquarters have been assigned divisions for close supervision:

On the very first day, senior officials visited districts and monitored the distribution process of jamabandi copies.
Four Major Issues to Be Addressed
Minister Saraogi said that the campaign will resolve four key issues:

Rectification of errors in online jamabandi (corrections)

Mutation due to inheritance
-
Mutation due to partition (family division)
-
Digitization of non-computerized jamabandi records
Two-Phase Implementation
The campaign will be executed in two phases:

August 16 to September 15: Door-to-door distribution of jamabandi copies and application forms

August 19 to September 20: Special camps at panchayat level for submission of applications and online registration
Once an application is submitted at the camp, it will be registered immediately on the biharbhumi.bihar.gov.in portal, and applicants will receive real-time updates on progress via OTP-based SMS alerts.
Transparency and Speed for Rural Citizens
Highlighting the significance of the drive, Minister Saraogi said, “This mega campaign will bring great relief to rural citizens. They will no longer have to wait for years to get corrections in their land records. The government is committed to ensuring transparency and speedy action.”
He also appealed to all residents to check the micro-plans prepared at their panchayat level and actively participate in the campaign. Expressing gratitude, he acknowledged the positive role of local representatives in supporting the initiative.
