The delegation will participate in Singapore-India Network for Growth (SING) 2026 and meet foreign investors to present investment opportunities in Haryana.
The visit assumes significance as the Haryana government has already completed policy-level preparations for industrial expansion in the state. Ten industry policies covering different sectors have recently been implemented. The focus during the Singapore visit will now be on taking these policies to international investors and attracting capital, technology and new businesses to Haryana.
Chief Minister Nayab Singh Saini has previously visited Japan as well. The Singapore visit is being seen as the next step in the state’s investment outreach.
The delegation will include Industry and Commerce Minister Rao Narbir Singh, Chief Principal Secretary to the Chief Minister Rajesh Khullar, Principal Secretary Arun Kumar Gupta, Commissioner and Secretary of the Industries and Commerce Department Dr Amit Kumar Aggarwal, and Commissioner and Secretary of the Department of Foreign Cooperation Ashok Kumar Meena, among several other officials.
An important part of the business expansion strategy is the five new cities proposed along both sides of the KMP Expressway. The government will study Singapore’s urban planning system to develop these cities in terms of industry, investment, housing and transportation.
The objective is to understand how well-planned cities and infrastructure can be developed around economic activity. The Singapore model will therefore be examined as part of the state’s broader effort to shape urban infrastructure alongside industrial and investment growth.
Arun Gupta's extension of service nearly certain
The presence of Chief Principal Secretary to the Chief Minister Arun Kumar Gupta in the delegation is also significant from an administrative perspective. His current tenure ends on September 30. The Haryana government has already sent his service extension file to the Centre.
Gupta’s inclusion in the Chief Minister’s Singapore delegation is being seen as an indication that his service extension has been decided. His participation comes as the state prepares to pursue investment opportunities abroad while also examining international urban development models for its proposed new cities.
