A joint team comprising Women’s Police Station officers, AHTU (Anti Human Trafficking Unit) Saran, and members from several rescue organisations—Mission Mukti Foundation, Rescue Foundation Delhi, Narayani Seva Sansthan Saran, and Rescue &amp; Relief Foundation West Bengal—surrounded and raided Rahul Orchestra, Sangeeta Orchestra, Muskan Orchestra, and Bipin Orchestra.</p>
<p style="text-align:justify;">During the operation, 6 girls from West Bengal, 1 from Odisha, 1 from Jharkhand, and 2 from Bihar were freed. Police arrested 7 orchestra operators identified as:</p>

<p>Ankit Kumar, son of Kanhaiya Bhagat, resident of Mirzapur, PS Marhaura, Saran</p>

<li>
<p>Md. Bittu Hasmi, son of Md. Minsharif Harami, resident of Murayan, PS Isuapur, Saran</p>

<p style="text-align:justify;">A case (Women’s PS Case No. 74/25 dated 13.08.2025) has been registered and further investigation is underway.</p>
<h4 style="text-align:justify;"><strong><br />215 Girls Rescued Since May 2024</strong></h4>
<p style="text-align:justify;">Public Appeal for SupportAccording to the SSP Saran, since the start of the special drive in May 2024, Saran Police have rescued 215 girls from immoral trafficking networks, registered 27 cases, and arrested 79 accused, all of whom have been sent to judicial custody. Raids are continuing to nab the remaining offenders.<br /><br />The police headquarters has launched ‘Operation Naya Savera’ statewide from 31 July to 14 August 2025 to curb immoral trafficking and sex rackets, alongside Saran Police’s local campaign ‘Awaaz Do’ against exploitation of women. Citizens are urged to share any information about such crimes via the ‘Awaaz Do’ helpline number 9031600191.</p>
<p style="text-align:justify;">Officials reaffirmed their commitment to dismantling trafficking networks and ensuring the rehabilitation and safety of victims, while warning those involved in such crimes of strict legal action.</p>]]>

Major Breakthrough in Chandan Mishra Murder Case: Multiple Arrests, Firearms, and Drugs Seized

<p><strong><br /><br />Patna, August 9, 2025</strong> – In a significant development in the high-profile Chandan Mishra murder case, Bihar Police’s Special Task Force (STF) along with district police teams from Patna, Kolkata, and Bhojpur have successfully apprehended several accused, including the prime suspects, and recovered narcotics during the investigation.</p>
<p>The case dates back to the morning of July 17, 2025, when Chandan Mishra, who was undergoing treatment at Paras Hospital, Patna, was shot dead by unidentified assailants around 7:20 AM. Following the incident, two separate FIRs were registered at Shastri Nagar police station – Case No. 494/2025 under sections 103(1), 61(2) of the Indian Penal Code (Amendment) Act, 2023, and Case No. 495/2025 under sections 109(1), 61(2), 3(5) of the same Act.</p>
<h3><strong>Arrests and Operations Across States</strong></h3>
<p>During the course of the investigation, police identified five key accused involved in the murder. The prime accused, Tausif Raja alias Badshah, along with his associates Harsh, Bheem, and Nishu Khan, was arrested in a joint raid by Patna STF and Kolkata STF from Anandpur police station jurisdiction in Kolkata.</p>
<p>In another joint operation involving Bhojpur Police and the STF, the prime accused Balwant Singh, and co-accused Raviranjan Kumar Singh and Abhishek Kumar were confronted in an armed encounter. Both Balwant Singh and Raviranjan Kumar sustained gunshot wounds to their legs during the exchange of fire and are currently undergoing treatment at PMCH, Patna. All three were subsequently arrested.</p>
<h3><strong>Further Investigations Lead to More Arrests</strong></h3>
<p>Two more suspects – Vijaykant Pandey alias Rudra Pandey alias Dhannu, son of Ajay Shankar Pandey of Nagpura, Simri (Buxar district), and Rajesh Yadav, son of Munna Yadav of Khandra, Ward No. 1, Simri (Buxar district) – were brought to Patna for interrogation. Their names had surfaced in the confessions of previously arrested accused.</p>
<p>During interrogation, Vijaykant Pandey admitted his involvement in the crime and was placed under arrest. Rajesh Yadav also confessed, revealing that on July 12, 2025, he had come to Patna with Dhannu and Balwant to conduct reconnaissance at Paras Hospital in preparation for the murder, acting on instructions from Sheru Singh.</p>
<h3>Narcotics Recovery</h3>
<p>Rajesh Yadav further disclosed that after conducting the reconnaissance, they stayed at the residence of his friend Rohit Pandey in Anand Vihar Colony, where they hid 190 grams of heroin inside old books. Acting on his lead, police recovered the narcotics, leading to the registration of Rupaspur police station Case No. 499/2025 dated August 8, 2025 under the Narcotic Drugs and Psychotropic Substances (NDPS) Act.</p>
<h3><strong>Ongoing Investigation</strong></h3>
<p>Police officials confirmed that further investigations are underway to trace all individuals linked to the conspiracy, identify the source of the weapons and drugs, and uncover the full motive behind the murder.</p>
<p>The arrests mark a major success for Bihar’s law enforcement agencies, as they continue to dismantle organized criminal networks operating across state borders.</p>]]>

A Memorandum of Understanding (MoU) has been signed between the police headquarters and Jeevika to formalize this arrangement. This not only ensures efficient food service but also promotes women’s empowerment at the grassroots level.</p>

<h3 style="text-align:justify;"><strong>Statewide Training Centres Established</strong></h3>
<p style="text-align:justify;">To facilitate this massive training operation, the Bihar Police Training Directorate has evaluated available resources and designated <strong>33 districts</strong>, <strong>15 units of the Bihar Special Armed Police (BSAP)</strong>, and several <strong>Central Armed Police Force (CAPF)</strong> locations as <strong>temporary training centres</strong>.</p>
<p style="text-align:justify;">Training distribution is as follows:</p>
<ul style="text-align:justify;">

<p><strong>8,965 male recruits</strong> will undergo training at district centres.</p>
</li>
<li>
<p><strong>10,499 female recruits</strong> will be trained at BSAP centres.</p>
</li>
<li>
<p>The <strong>CRPF units in Chandauli and Mokama</strong> will train <strong>614 male</strong> and <strong>685 female recruits</strong> from BSAP.</p>
</li>
<li>
<p><strong>628 male recruits</strong> will be trained at SSB battalions in <strong>Bagaha, Bettiah, and Sitamarhi</strong>.</p>

<h3 style="text-align:justify;"><strong>Trainers and Instructor Support</strong></h3>
<p style="text-align:justify;">To support this extensive initiative, the state will deploy <strong>490 internal instructors</strong> and <strong>980 external instructors</strong>. The internal trainers have already completed an <strong>orientation program</strong> at the Bihar Police Academy in Rajgir. All instructors are currently entitled to <strong>12% training allowance</strong>, and a <strong>proposal to increase it to 20%</strong> has been submitted for approval.</p>

<h3 style="text-align:justify;"><strong>New Curriculum for a New Era</strong></h3>
<p style="text-align:justify;">Considering the implementation of <strong>three new criminal laws in 2024</strong>, the department has developed a <strong>revised training curriculum</strong> divided into <strong>three parts</strong>, comprising over <strong>1,100 pages</strong>. This updated syllabus incorporates <strong>modern policing topics</strong>, <strong>technological advancements</strong>, and <strong>legal reforms</strong>. A <strong>free copy of the curriculum</strong> will be distributed to each trainee.</p>
