<p>With the announcement of the election dates, the Model Code of Conduct has come into force with immediate effect in all 48 municipal areas of Jharkhand.</p>
<p>The urban local body elections in Jharkhand are held without official party symbols, even though political parties support the candidates. </p>
<h3><strong>HC rebukes state govt </strong></h3>
<p>Earlier, the Jharkhand High Court strongly criticised the state government for failing to conduct these elections on time. The civic polls have been overdue for nearly three years. </p>
<p>At present, all urban local bodies are being run by government-appointed officials. In November 2025, the election commission informed the High Court that it would need about eight weeks to complete the required procedures and release the election notification.</p>]]></content:encoded>

<p>With a depleted strength in the Assembly, he is already facing jibes from political partners and a family feud at home despite being re-elected as the Leader of the Opposition. Soren’s Jharkhand Mukti Morcha (JMM) sought to contest the Bihar polls in constituencies with significant tribal representation. However, no headway could be made in seat-sharing talks with allies, and it finally declared to opt out of the contest.</p>
<p>JMM leader and Jharkhand minister Sudivya Kumar Sonu had called out the alliance’s principal partner, RJD, as exhibiting “political immaturity” and “deceit”. Party general secretary Supriyo Bhattacharya termed as “contradictions” within the Opposition grouping and warned of a possible “review” of the alliance in Jharkhand.</p>
<p>Earlier, there was some discontent among its cadres when the JMM contested fewer seats than it intended in both the Lok Sabha and Assembly elections last year, ceding ground to the Congress. Now the party intends to contest more seats independently in 2029 to improve its tally, particularly in the tribal-dominated constituencies where it has a strong following.</p>
<p>In the 2024 state polls, the JMM contested 43 of the state’s 81 seats, being forced to allot 30 to the Congress, leaving seven and four seats for the RJD and the Left parties. The JMM won 34, Congress 16, RJD four, and the Communist Party of India (Marxist-Leninist)-Liberation two. When the JMM candidate wrested the Ghatshila seat in a bypoll held last month, it was widely believed that Soren would replace the lone RJD minister in his team with someone from his party. But he decided to continue despite the undercurrent of tensions.</p>
<p>Meanwhile, the Jharkhand unit of the Congress was also bracing for a showdown, but its four ministers continued in office. However, rumours were rife of an imminent split in the Congress while the JMM leadership reportedly tried to figure out a political bailout, being short of the majority target of 41 seats. In case of a Congress split, at least 11 MLAs will have to break out to avoid disqualification under the anti-defection law. Meanwhile, the National Democratic Alliance (NDA) has 24 seats, with the BJP having a principal share of 21.</p>
<p>Even before the 2024 state polls, there were some leaders in both JMM and Congress who sought to contest without an alliance. There were attempts by some Congress leaders to check on-ground sentiments, which were said to have been negative. In his current stint, Soren is also wary of Central agencies investigating an alleged land scam. In early 2024, he resigned as Chief Minister after being arrested by the ED, but returned to assume office after securing bail.</p>
<p>Some observers believe that distancing from the INDIA bloc — and potentially opening channels with the BJP — could be a way to reduce political and legal pressure. His problems are compounded by a new bill introduced in Parliament in August, where a Prime Minister or Chief Minister has to resign by the 31st day if arrested or automatically cease to hold office. <p>Arshad was shot dead late Monday evening when two motorcycle-borne assailants fired at him from close range, hitting him in the head. He was rushed to a nearby hospital by family members and neighbours, but doctors declared him dead on arrival.</p>
<p>Police reached the spot soon after the incident and initiated a probe. Dhurwa police station in-charge said that one of the accused, identified as Tausif, had been arrested within 12 hours of the murder, and raids are on to nab the others.</p>
<p>Mohammad Jilani, the victim’s brother, stated that Ibrar and Sanjay Kohra are involved in the land business. He said that the criminals might have been targeting someone else, and Arshad was shot by mistake.</p>
<p>Jilani said Arshad worked as a painter and had no link to any land dispute. He alleged that local residents Ibrar, Sanjay Kohra and Tausif had conspired to kill his brother.</p>
<p>The family has demanded the immediate arrest of all the accused. Police have assured that a thorough investigation is underway and that all those involved will be apprehended soon.</p>

<h3><strong>CDS explains why first strike was made between 1-1.30 am</strong></h3>
<p>During the event, the CDS also explained why the armed forces struck the targets in Pakistan as part of Operation Sindoor between 1 am and 1.30 am, saying this was done to avoid civilian casualties. Though conducting strikes at that time made it difficult to collect evidence, the armed forces had confidence in their capabilities to get imagery, he noted.</p>
<p>Although CDS General Chauhan noted that the best time to conduct the strike would have been between 5.30 am and 6 am.</p>
<p>"The best time would have been 5:30–6:00 AM, but at that time, the first Azaan or the first prayer takes place, and in Bahawalpur and Muridke, there might be a lot of civilian movement at that time, so many civilians could have been killed… We wanted to avoid that, which is why we chose the time between 1:00 and 1:30," he noted.</p>
<h3><strong>About Operation Sindoor</strong></h3>
<p>India launched Operation Sindoor on May 7 in response to the deadly April 22 terror attack in Jammu and Kashmir's Pahalgam that had claimed 26 lives. The strikes led to a four-day military conflict between India and Pakistan, which saw extensive use of drones and unmanned aerial vehicles (UAVs).</p>

<h3><strong>Search operations still going on: Police </strong></h3>
<p>"The bodies of Sahadev Soren, who was carrying a bounty of Rs 1 crore, and two other Maoists have been recovered during the search operation," he said. The search operation is still going on, he added.</p>
<p> “In a joint operation, the Central Reserve Police Force and Jharkhand Police have neutralised three Naxals and recovered three AK-47 rifles. Those neutralised in the operation include Sahadev Soren (Central Committee Member having bounty of Rs 1 crore), Raghunath Hembram (Special Area Committee Member and Rs 25 lakh rewardee), and Virsen Ganjhu (Zonal Committee Member and Rs 10 lakh rewardee). The operation was conducted on early Monday in Pantitri forest in Hazaribagh's Gorhar area around 4.20 am,” the CRPF said in a statement.  </p>
<h3><strong>Several notorious naxal cadres killed so far </strong></h3>
<p>It should be noted that in 2025, the valiant troops of 209 CoBRA have achieved remarkable success in anti-Naxal operations, neutralising 20 hardcore Naxals, including two Central Committee Members, two BJSAC Members, four Zonal Committee Members (ZCMs), two Sub-Zonal Committee Members (SZCMs), three Area Committee Members (ACMs), and several other notorious naxal cadres. The troops of 209 CoBRA have recovered 32 sophisticated automatic weapons, 345 kgs of explosives, 88 detonaters, 2500 live ammunition, and large quantities of war-like stores from the area.</p>]]></content:encoded>

<h3><strong>Police launch operation against TSPC commander Shashikant Ganjhu</strong></h3>
<p>“Two police jawans lost their lives and another was injured in an encounter between police and the banned extremist outfit Tritiya Sammelan Prastuti Committee (TSPC) late last night. Police had launched an operation against the TSPC commander Shashikant Ganjhu, who has a reward of Rs 10 lakh declared against him, in Manatu area of Palamu. During the operation, an encounter broke out, resulting in the loss of two lives from the police side,” Michaelraj S, IG Operations &amp; Jharkhand Police Spokesperson said.</p>
<p>The encounter between security forces and members of the proscribed Tritiya Sammelan Prastuti Committee (TSPC) broke out around 12.30 am in the Kedal village under the Manatu Police Station limits, police said.</p>
<h3><strong>Injured jawan was admitted to Medinirai Hospital</strong></h3>
<p>"Two security personnel were killed, and another was injured in the gunfight. The injured was admitted to Medinirai Medical College and Hospital," Palamu DIG Naushad Alam told PTI.</p>
<p>Based on information about the presence of TSPC commander Shashikant Ganjhu and his squad in the Kedal village, the operation was launched, another officer said.</p>
<p>"As the security team reached the spot, TSPC members started firing at them. In the gunfight, three security personnel received bullet injuries. <h3><strong>Security beefed up in Ranchi</strong></h3>
<p>Security has been heightened in Ranchi in view of the protest. Barricades have been placed at all the strategic points.  </p>
<p>Addressing a press conference earlier, Soren alleged the JMM-led government in the state was grabbing the land belonging to tribals. He said the state government forcefully took land of tribals in Ranchi's Nagri area for Rs 1000 crore RIMS-2 hospital. He said the tribals were neither paid compensation nor served with notices to vacate the land.</p>
<p>“I have decided to join the August 24 'Hal Joto, Ropa Ropo' (plough field, plant saplings) protest by farmers, whose land was forcefully acquired by the government. The farmers were stopped from tilling their land by fencing it. The government is also not ready to show the deed of the land. I am not against the hospital project. There are several acres of barren or unused land in Ranchi where the hospital could be built,” PTI quoted him as saying. </p>
<h3><strong>Tribals under attack in state, says Champai</strong></h3>
<p>Soren said tribals were under attack in the state and those fighting for their rights were being killed.</p>
<p>"Their land are being taken away, and tribals who are fighting for their rights are being killed.Surya Hansda, who contested several assembly polls and was providing free education to children, was arrested and killed in an encounter because he was a tribal," he said.</p>
<p>"But what has our society gained? We are said to be the owners of this land, but the bitter truth is that today we are dependent on the 5 kg of rice from the ration card.We sit waiting for it. This situation must change," he added.</p>]]></content:encoded>

<p>This was the first time that community members were made aware of the consequences and legalities of child marriage and how to prevent the same, the organisation claimed. Standing under the glow of burning candles, youth, children, women, and elders took a collective pledge to work towards ending child marriage, it said. The candlelight marches were also being organised by Banvasi Vikas Ashram in support of 'Bal Vivah Mukt Bharat', a campaign against child marriage, launched by the Union Ministry of Women and Child Development, a statement of the organisation said.</p>

<p>Banvasi Vikas Ashram is among 250 partner NGOs of Just Rights for Children (JRC) alliance. The ill effects of child marriage on children’s health, education, and overall well-being were discussed to make the Birhor tribe aware of the social evil. Everyone pledged not to marry off their children before the legal age, and to report child marriage cases, the statement said.</p>
<p>Active in 416 districts across the country, the civil society organisation claims to have stopped more than 7,000 child marriages in Jharkhand between April and December 2024. Events were being held in blocks, villages and schools in support of the government campaign in all 24 districts of Jharkhand. However, Jamtara, Deoghar, Godda, Giridih, Koderma and Dumka are among the districts where reports of child marriage are on the higher side, it added.</p>

<p dir="ltr">Meanwhile, Union Home Minister Amit Shah addressed three political rallies in the state on Sunday and released the BJP's election manifesto.<br />Shah announced that the BJP will implement the Uniform Civil Code (UCC) in Jharkhand if voted to power in the state, but would keep tribals out of its ambit.</p>
<p>Shah, while releasing the saffron party's manifesto, 'Sankalp Patra', for the upcoming assembly elections in Jharkhand, announced that a Displacement Commission would be formed to ensure the rehabilitation of people displaced by industries and mines in the state.</p>
<p dir="ltr">"Our government will introduce UCC in Jharkhand but tribals will be kept out of its ambit. Hemant Soren and the JMM government are spreading false propaganda that UCC will impact tribal rights, culture and relevant legislation, which is totally baseless as they will be kept out of its ambit," Shah said in Ranchi.</p>
<p>He said that though UCC would be implemented, it will ensure that tribal rights are not impacted.</p>

                                    <content:encoded><![CDATA[<a href="https://www.aryanage.com/article/8887/jharkhand-cm-hemant-soren-targets-amit-shah-rejects-ucc-implementation"><img src="https://www.aryanage.com/media/400/2024-11/mp-17306515811.jpg" alt=""></a><br /><p dir="ltr">Ahead of the Jharkhand Assembly Elections, Chief Minister and JMM candidate from the Barhait seat, Hemant Soren, on Sunday (November 3) launched a series of scathing attacks against Union Home Minister Amit Shah, who has launched the BJP manifesto and held a series of public rallies in the state.</p>
<p>Speaking at a public rally in Garhwa, Soren primarily criticized Shah over the proposed implementation of the Uniform Civil Code (UCC) in the state. "Neither the UCC nor the NRC will be implemented here. Jharkhand will rely solely on the Chotanagpur Tenancy and Santhal Pargana Tenancy Acts," Soren stated, adding that the BJP should stop spreading lies about the JMM not caring for tribals, natives, Dalits, or backward communities. Notably, Soren was referring to Shah's earlier remark in which the latter claimed that the BJP would introduce the UCC in Jharkhand but would keep tribals out of its ambit, ensuring their rights would not be affected under it.</p>
<p>Further, during the rally, Soren also targeted Shah over his remarks that the JMM-led coalition was fueling Naxalism in the state. In response, the Jharkhand CM pointed out that the upcoming polls, set to be held in two phases, contradict Shah's claim. He stated that holding elections in two phases demonstrates that Naxalism has been curbed, unlike in the past when elections were conducted in five phases.</p>
<p>Moreover, during his public rally, Soren compared the BJP to a "drying tree" and said the JMM would uproot it. Responding to a question on the Centre's stance on Bangladeshi infiltration, Soren questioned how the central government allowed former Bangladeshi Prime Minister Sheikh Hasina to visit India if they are concerned about security. "What internal agreements permit this? The responsibility for border security lies with the Government of India," he asserted.</p>
<p dir="ltr">Soren also defended his government's welfare initiatives, particularly highlighting the Mainya Samman Yojana, which is designed to support all communities regardless of religion.</p>
<p>"In the coming five years, we will work to send Rs 1 lakh to every woman," he promised.</p>
