BRICS-Focused University Ranking System Under Development by India and Russia
India and Russia are developing a university ranking system designed to strengthen academic cooperation across BRICS nations. The initiative, unveiled during SPIEF, aims to promote research partnerships, knowledge exchange, technological self-reliance and innovation-driven collaboration among emerging economies and the wider BRICS+ community.
The initiative was revealed by Debjit Chakraborty, Director of the Chamber for Indo-Russo Technology Collaboration, during an exclusive interview at the TV BRICS studio on the sidelines of the St. Petersburg International Economic Forum (SPIEF).
According to Chakraborty, the proposed ranking framework is being developed in collaboration with a leading Moscow-based university. The system will initially be tested between India and Russia before being opened to broader participation from other BRICS member states.
The project forms part of wider efforts undertaken by the Indo-Russia Innopraktika Technology Hub and its partners to create common technological products and institutional mechanisms aimed at strengthening cooperation across BRICS countries.
Chakraborty stated that India and Russia are currently collaborating in several advanced technology sectors, including artificial intelligence, cybersecurity, health technology, educational technology and trusted digital infrastructure. He added that discussions are also progressing on green energy projects, with some initiatives already reaching significant stages of development.
Emphasising the strategic nature of the partnership, Chakraborty said the collaboration reflects a shared commitment to building indigenous technological capabilities and reducing dependence on external systems. He noted that technologies and solutions jointly developed by India and Russia could subsequently be adopted by other BRICS members and countries across the Global South.
“Everything we are doing is intended to encompass the entire BRICS+ community, not just India and Russia,” Chakraborty said, highlighting the broader vision driving the initiative.
He further stated that programmes such as the BRICS+ Tech Forum and sovereign technology partnerships have the potential to enhance technological self-reliance among member nations while promoting innovation-driven cooperation.
The proposed university ranking system is expected to strengthen academic collaboration, research partnerships and knowledge exchange among institutions across BRICS countries. Experts believe the initiative could eventually contribute to the establishment of a common innovation and education ecosystem extending across BRICS nations and emerging economies in Africa, the Middle East and Southeast Asia.
The development underscores the growing efforts by India and Russia to create alternative institutional frameworks capable of supporting long-term technological, educational and innovation cooperation. If successfully implemented, the ranking system could become a key platform for advancing academic excellence and fostering deeper integration across the wider BRICS+ community.
